In accordance with the Eugene Code, each alley will be considered as a separate element of the <br />project. Each cost will be calculated separately and the properties along the alley will be subject <br />to assessment based on the characteristics of the adjacent properties. <br /> <br />During initial consideration of the issues that led to this project, the Council examined the <br />Eugene Code and made changes to the alley assessment provisions. The assessable cost for each <br />alley is calculated and then one half of the assessable costs are apportioned to the properties <br />based on their front footage abutting the alleys, and one half of the assessable costs are <br />apportioned to the properties based on the area of the properties within 160 feet of the alley. The <br />assessable front foot costs are calculated based on the existing use of each parcel. The assessable <br />area costs are based on the permissible use of each parcel under the zoning of the City. <br />Weighting factors are applied to the front footage and area of each property depending on the use <br />and zoning of the property as prescribed in City Code <br /> <br />Single family dwelling or duplex 1.0 <br />Other residential 3.0 <br />Commercial or General Office 10.0 <br />Industrial 10.0 <br />Other 1.0-10.0' <br /> <br />*According to the most intensive use of the parcel most comparable to the use listed above as <br />determined by the city engineer. <br /> <br />The total assessable cost for each alley and the weighted front foot and area cost for each alley <br />are shown in the Attachment E attached to the City Engineer's report. <br /> <br />The Eugene Code calls for most of the costs of alley construction to be assessed to the property <br />abutting the alleys. Based on the low bids received, the costs listed below are the total estimated <br />assessment costs plus contingency for the local improvement district. <br /> <br /> Total Assessable Cost $1,670,779 <br /> Total City Cost $ 3,670 <br /> <br /> Total Project Cost $1,674,449 <br /> <br />The non-assessable City share for this project will be funded from Transportation Utility Fund in <br />the estimated amount of $3,670, and includes repair of several existing alley driveways and street <br />pavement preservation work. <br /> <br />PUBLIC INVOLVEMENT <br /> <br />Public involvement in this project has been extensive. The project originated with the West <br /> <br />PROPOSED LOCAL IMPROVEMENT DISTRICT FORMATION FOR 23 VARIOUS ALLEY <br />LOCATIONS IN THE WEST UNIVERSITY NEIGHBORHOOD GENERALLY BOUNDED BY <br />WILLAMETTE STREET, 19TH AVENUE, KINCAID STREET, AND FRANKLIN BOULEVARD <br /> Page 2 <br /> <br /> <br />
