Ensuring efficient and cost-effective financial administration of the <br />Regional Seweraqe Facilities; and <br /> <br /> 7. Complying with applicable laws and regulations including those <br />~ the establishment of user charcLe~ and the establishment of s~vstem <br />development charges pursuant to ORS 223.297 et seq. <br /> <br /> g.
