THE AIRPORT COMMISSION RECOMMENDED THIS AMOUNT BE INCLUDED <br /> IN THE NOVEMBER BALLOT MEASURE ALSO. MR. WILSON MOVED SECONDED BY MR. SWANSON TO <br /> APPROVE THE REPORT OF THE AIRPORT COMMISSION AND. THEIR RECOMMENDATIONS. MOTION CARRIED. <br /> MR. HENRY EATON, CHAIRMAN OF THE AIRPORT COMMISSION, SUGGESTED THAT SOME PUBLICITY <br /> SHOULD BE GIVEN THE PROBLEM OF FARMERS BURNING THEIR STUBBLEFIELDS AT THIS TIME OF <br /> 00 YEAR, AS IT IS A VERY GREAT HINDRANCE TO PILOTS, LIMITING VISIBILITY. THIS PROGRAM <br /> ~ IS NOT RESTRICTED TO THIS AREA ALONE AS IT IS ALSO QUITE A PROBLEM IN THE WHOLE VALLEY. <br /> ~ THIS RECOMMENDATION WAS NOTED BY THE AIR POLLUTION CONTROL OFFICER. <br /> ~-4 <br /> ::Q MR. PLANNING COMMISSION REPORT - JULY 23, 1962 <br /> A. GEORGE KEATING, 18TH AND OAK PATCH,R~2 - THE CITY MANAGER READ THE REPORT OF THE <br /> PLANNING COMMISSION RECOMMENDING THAT THIS REQUEST FOR REZONING TO R-2 Two FAMILY <br /> RESIDENTIAL BE GRANTED SUBJECT TO AN AGREEMENT THAT THE OWNERS WILL NOT SUBDIVIDE <br /> AND/OR SELG OFF AND CONVEY ANY PARCEL OF SAID TRACT, AND WILL SELL AND CONVEY ONLY <br /> THE WHOLE TRACT, AND THAT THE LAND IS TO BE USED IN ACCORDANCE WITH APARTMENT HOUSE <br /> PROVISION OF R-2 ONLY. THE CITY MANAGER READ A PETITION fROM RESIDENTS OF THE AREA <br /> PROTESTING THE CHANGE OF ZONE. HE NOTED THAT A LARGE NUMBER OF THE SIGNERS RESIDE <br /> OUTSIDE THE CITY LIMITS. <br /> MR. JACK MILLER WAS INTRODUCED BY MR. KEATING AS ONE OF THE DEVELOPERS Of THIS PRO- <br /> JECT. HE SPOKE IN FAVOR OF THE REZONING NOTING THAT ALL PLANS WOULD ~AVE TO BE <br /> APPROvtD BY THE PLANNING COMMISSION, THE FHA AND THE CITY WOULD REGULATE THE CON- <br /> STRUCTION. THE PROJECT WOULD BE FINANCED UNDER FHA REGULATIONS. THE ORIGINAL DE- <br /> VELOPMENT WOULD CONTAIN 72 UNITS ON 9 PLUS ACRES. THE BUILDINGS WOULD BE TWO STORY <br /> STRUCTURES OF 8 UNITS EACH WITH APPROPRIATE LANDSCAPING AND PROVISIONS FOR OPEN SPACE. <br /> MRS. GAUGL, 1980 SUNRISE BOULEVARD, SPOKE IN OPPOSITION TO THE REZONING, STATING <br /> THAT RESIDENTS Of THE AREA fELT THAT THIS LAND WOULD BE USEfUL AS RESIDENTIAL PRO- <br /> I PERTY IF SEWERS WERE PUT IN; SEWER PROBLEMS WOULD BE LESS IF THERE WERE fEWER LIV- <br /> ING UNITS; MANY NEW RESIDENTS WOULD CREATE TRAFFIC HAZARDS; LOW RENT HOUSING NOT <br /> DESIRABLE IN THE AREA; SCHOOLS IN THIS AREA ALREADY CROWDED; AND THAT A DEVELOPMENT <br /> OF THIS TYPE COULD BUY LARGE TRACT FOR LOW COST AND MAKE A LARGER PROFIT THEN THE <br /> RESIDENTIAL OWNER WHO HAD TO PAY MORE FOR THEIR PROPERTY. SHE ALSO STATED THAT THE <br /> OUT-Of-CITY PETITION SIGNERS WERE BORDERING ON THE AREA AND WERE NONETHELESS AFfECTED <br /> BY THE REZONING. <br /> e THE QUESTION OF SANITARY SEWERS WAS BROUGHT UP AND THE DIRECTOR OF PUBLIC WORKS <br /> STATED THAT THE AREA COULD BE SERVED AND THAT THE INSTALLATION OF SANITARY SEWERS IN THE <br /> AREA WOULD BE AT THE EXPENSE Of THE DEVELOPER. <br /> MR. CHATT MOVED SECONDED BY MR. SWANSON TO REZONE TO R-2 SUBJECT TO CONDITIONS <br /> RECOMMENDED BY THE PLANNING COMMISSION. MOTION CARRIED, MESSRS. MOYER AND CHRISTENSEN <br /> VOTING NO; MRS. LAURIS AND MR. MOLHOLM ABSTAINING. <br /> SEVERAL PEOPLE WERE PRESENT, AMONG THEM MR. DAVE BRABHAM, 1780 OAK PATCH ROAD, A MRS. YOKUM, MR. MUNSON <br /> AND MR. W. ADAMS. ALSO SPEAKING TO OBJECT TO THE REZONING AND THE APARTMENT HOUSE TYPE DEVELOPMENT <br /> WAS MRS. EDWARD GAUGL. MRS. GAUGL AGAIN EXPRESSED THE OBJECTIONS TO THE COUNCIL THAT THIS WOULD BE <br /> BETTER SUITED TO SINGLE FAMILY RESIDENTIAL PROPERTY, PROVIDING SEWERS WERE PUT IN, THAT A CONGESTED <br /> AREA WOULD SPRING UP WHICH WOULD CREATE TRAFFIC HAZARDS AND AN OVERFLOW IN THE SCHOOLS WHICH ARE AL- <br /> READY CROWDED, AND THAT LOW RENT HOUSING WOULD BE UNDESIRABLE IN THIS AREA. THE~E WERE APPROXIMATELY <br /> TWENTY PEOPLE IN THE AUDIENCE SUPPORTING HER OBJECTIONS. <br /> I MR. GEORGE KEATING SPOKE FOR THE DEVELOPERS OF THE TRACT, ALSO MR. BOB SUESS, WHO STATED THAT A SIMILAR <br /> PROJECT HAD BEEN COMPLETED AND WAS WORKING VERY WELL AT 15TH AND POLK. <br /> MRS. LAURIS MOVED SECONDED BY MR. CHATT TO APPROVE THE COMMITTEE REPORT. MOTION DEFEATED, MESSRS.CHATT, <br /> SWANSON AND DEVERELL VOTING YES; MRS. LAURIS AND MESSRS.
