Mr. Charles Porter was recognized and stated he was speaking for <br />Mr. Horton and raised the question of the benefit to the abutting properties, stat- <br />ing that there was considerable question as to whether the property along this street <br />had been benefitted by the widening. Mr. Porter stated this probably could be <br />settled in a court of law and suggested that perhaps this was the place to determine <br />the benefit. <br /> <br />After some further discussion, he then made the suggestion that both parties have <br />the situation appraised by a competent appraiser and the information returned to <br />the Council to be considered in their final decision. <br /> <br />Mr. Swanson then moved seconded by Mr. Hawk to table the assessment procedure as out- <br />lined in the motion above and to secure an appraisal to determine whether the proper- <br />ties have been benefitted. Motion carried. <br /> <br />1 <br /> <br />2. Rezoning 29th between Portland and Olive, Cascade Manor, RA to R-3G - <br />The Committee considered a request from Cpscade Manor, Inc., for rezoning <br />the property located between Olive and Portland Streets and from 29th to <br />30th Avenue, an area approximately 300 ft x 680 ft. It was explained that <br />the rezoning was requested for a rest home to consist of a maximum of 138 <br />units, 3 stories above ground level on higher side of property with day- <br />light basement on lower level of lot. Necessary parking space will be <br />provided. There was a question regarding sewer facilities in the area, <br />and the Director of Public Works stated that the sewer would handle this <br />although it was not designed for it. <br /> <br />Mr. Swanson moved seconded by Dr. Purdy to approve the Planning Commission <br />recommendation to rezone the property frbm RA Outer Residential to R-3G <br />Garden Apartment Residential for use as a retirement home, providing the <br />property is used only for a retirement home, to revert to RA if not used <br />for retirement home purposes. Motion carried. (See Planning Commission <br />report dated May 1, 1962.) <br /> <br />Mr. Chatt moved seconded by Mr. Swanson to approve Item 2 of the Committee report. <br />Motion carried. <br /> <br />2 <br /> <br />3. P?ving Tabor, Inglewood to Goodpasture Island Road; Flintridge Court; <br />streets in 2nd Addition to Flintridge; also sanitary sewer in Flintridge <br />Addtion, and 1st and 2nd Additions to Flintridge - Mr. Deverell moved <br />seconded by Mr. Swanson to approve the petition, except that Tabor Street <br />be paved from Inglewood to one lot south of the intersection of T~bor <br />and Corum. Motion carried. <br /> <br />Mr. Hawk moved seconded by Mr. Christensen to cut off the paving at Corum Avenue, <br />and to initiate paving of Tabor south of Corum to Goodpasture Island Road to be <br />completed at a later date. Motion carried. <br /> <br />3 <br /> <br />4. Diagonal parking, Ford's Dinner House, west side of Moss north of Franklin <br />Boulevard - Mr. Frank Bocci, attorney for Mr. Brailsford of Ford's Dinner <br />House, presented this request. He stated that the patrons of Ford's Dinner <br />House have been angle parking in this area, and the owners desire to clarify <br />the situation. The Brailsfords would paint the parking spaces themselves. <br /> <br />A report from the Traffic Engineer stated that Moss Street is a 2-way <br />street, that cars are parking contrary to flow of traffic, the angle park- <br />ing uses 18' of a 42' street, cars are backing into traffic, and there <br />had been complaints. The Committee moved to deny this diagonal parking. <br />Motion carried. <br /> <br />4 <br /> <br />5. Bid Opening Improvement Projects - June 4, 1963 - Mr. Swanson moved <br />seconded by Dr, Purdy to accept the low bid on each of the projects. <br />Motion carried. <br /> <br />Mr. Chatt moved seconded by Mr. Swanson that Items 4 and 5 of the Committee report be <br />approved.
