Planning Commission Report - May 20, 1963 <br />a. Annexation Gilham Road East - The City Manager pointed out the boundaries <br />of a proposed annexation on an area map and. explained that .the Planning <br />Commission had recommended an election be called. Mr. Chr~sten~en moved <br />seconded by Mr. Hawk to proceed to set a date for an ann~~ation election <br />in -the area. Motion carried, Mr. Swanson voting no. . <br /> <br />. . <br />The City Manager again pointed out the boundaries of the proposed annexation in which <br />district an election had been recommended, and on discussion by the Coun~il it was <br />proposed that the northern boundary line be closed in a straight line eliminating an <br />island in the center of the piece recommended ~or annexation. <br /> <br />Dr, Purdy moved seconded by Mr. .Crakes to approve the. calling of an election in the <br />district and to correct the northern boundary and make a straight line across the <br />,northern edge of the area to be annexed. Motion carried, <br /> <br />. ' <br />7. Paving and sanitary sewer in Linnea Pc:rk - 69% - Mt;. Christensen moved <br />seconded by Mr. Swanson to approve the project with the proviso that the <br />_peti.tioner would provide a bond ,to assure payment of entire assessmen~, <br />excluding intersections." Mo.tion' carriea:' -. - . . <br /> <br />8. Sanitary sewer on Roland from Cal Young .to ,Oakway - Record only - Mr.. Swaq.= <br />son moved seconded by Mr. Crakes. t.o' approve the petition. Motion carried. <br /> <br />9. Paving Augusta from existing paving at 18th to 26th ~ 31.7% - Dr. Purdy <br />moved seconded by Mr. Crakes to deny the petition. Motion carried. <br /> <br />10. Paving and sewer Pine Ridge Estates - 95% - Mr.Crakes moved seconded by <br />Mr. Hawk to approve the project provided that discrepancies in the survey <br />be resolved ,"prior to the public hea~ing on awar.d of the bid. Moti~n carried. <br /> <br />11. Paving Kincaid, 35th to 36th - 29% - Mr. Swanson moved seconded by Mr. Hawk <br />to approve the project subjectto petitioner's' recording land sale contract. <br />,Motion carried. <br /> <br />12. Paving City View, 11th to 14th; sidewalk on north side 24th, Polk to . <br />Chambers; sidewalk, 790 East 32nd Avenue - Mr~ Swanson moved seconded <br />by Mr. Deverell to initiate these improvements. Motion carri~d. <br /> <br />13. ,Sewer location 8th Avenue - The City Manager read a letter from Cornell, <br />Howland, Hayes' '&- Merryfiel<f regarding the" proposed location' of' the new <br />-. east-west' sanitary'_sewer trunkline between', High' and Tyler StreeU',- At <br />the time of' the 1961' sewer' study, it~was thought that.7th Avenue would <br />be the best route, requiring less construction and less trench depth. <br />It was thought that the opening of the Interstate No. 5 would substantially <br />lessen recent traffic on 7th Avenue which 'carried eastbound traffic on <br />U. S. Highway 99. However,. a recent, count shows that 1.I:oc~1 traffic on <br />7th Avenue now equals the traffic count prior to the opening of the Inter~ <br />state Freeway. It was therefore recommended that the sewer trunk line be <br />located on 8th Avenue rather than '7th Avenue. <br /> <br />Dr. Purdy moved'seconde~ by Mr. Swanson to approve the re~ocation' of the <br />. sanitary sewer trunk line from 7th to ~th Avenue. Motion card.ea. <br /> <br />14. Curb sidewalk location, Charnelton between, 29th and 30th - Dr. Purdy <br />moved seconded by Mr. Swanson to allow loca.tion of sidewalks at the curb <br />on..Charnelton between 29th and 30th. Motion carried. <br /> <br />15. Sidewalks, 'Willakenzie area,- There was some discussion among'the com- <br />mittee members as to investigating the possibility of the County's sharing <br />some cost of sidewalks in this area, also possible Sc~ool District No. 4 <br />cost sharing from C8l Young to Sheldon High School. No action was taken. <br /> <br />Mr. Chatt moved seconded by Mr. Swan'sorf'that Items 7 'through 15 'oF 'the' Committee report <br />be approved. Motion carried. <br /> <br />16. Flag Week - The City Manager read aletter fro~ the 1st Vice. President of <br />Eugene Chapter of Na,tional Sojourners requesting the Council. to adopt a <br />resolution proclaiming observance of American Flag Week July 1-7 annually, <br />The topic was referred to the City Manager for recommendation." <br /> <br />Mr. Chatt moved seconded by Mr, Swanson to approve Item 16. Further discussion re- <br />sulted in a motion by Dr. Purdy seconded by Mr. Christensen to table the item. Motion <br />defeated.
