League of Oregon Cities Convention - The City Manager announced the dates <br /> for the convention of the League of Oregon Cities in the Multnomah Hotel <br />00 in Portland on October 20-22, 1963, saying that each of the Council mem- <br />~ bers would be contacted by the staff as to reservations for the convention." <br />~ <br />~ Mrs. Lauris moved seconded by Mr. Swanson that Items 7, 8, 9, 10, and 11 of the Com- <br />:0 mittee report be approved. Motion carried. <br />~ <br /> Committee meeting held October 10, 1963: <br />e "Present: Acting Mayor Chatt; Councilmen Lauris, Swanson, Christensen, <br /> Deverell, Crakes, Hawk, and Purdy; City Manager; City Recorder; <br /> Asst. City Manager; Administrative Assistant; Director of Public <br /> Works; and others. <br /> 2 l. "0" on Skinners Butte - The City Manager read a letter from William S. <br /> Dames who is chairman of the Committee for the Reconstruction and Painting <br />I of the Oregon "0" on Sk<it'mers Butte. The writer gave a brief history of <br /> the happenings concerning the "0" on Skinners Butte from the time of its <br /> first installation in 1909 up to the present, ~tating' that they wish to <br /> reconstruct the new "0" on the base that is at present on the hill and <br /> were at the present seeking instructions as to the construction of the <br /> "0". The Committee felt the Parks & Recreation Department should ap- <br /> prove the construction and make recommendations for the construction or <br /> replacement of the "0". Councilman Hawk suggested that this topic should <br /> be before the whole student body of the University and not just from the <br /> membership of one particular class. After some further discussion, it <br /> was moved by Mr. Hawk and seconded by Mr. Christensen that the Council <br /> take no action until they are in receipt of a policy recommendation from <br /> the University of Oregon. Motion carried. <br /> Mrs. Lauris moved seconded by Mr. Swanson to approve Item 1 of the Committee report. <br /> Motion defeated 4-4. <br /> Mr. Jim Watts, s9phomore student from the University, again asked the Council if they <br /> would give permission to the Parks & Recreation Department to supervise the construc- <br /> tion of the "0". <br /> Mr. Christensen moved seconded by Dr. Purdy not to allow the reconstruction of the <br /> "a" in any case. Motion defeated 4-4. <br />I Some further discussion then resulted in amotion by Mr. Hawk seconded by Mrs.Lauris <br /> to hold the item until a recommendation is brought to the Committee of the Whole <br /> from the Student Council and the Office of the President of the University of Oregon. <br /> Motion carried. <br /> 3 2. Abatements (a) 993 Chambers, J.D.Walling; (b) 1240 Chambers, <br /> Matilda Burkett c/o John Kommer; (c) 1601 West 7th, 676 Filmore, <br /> 660 Filmore, Pat Collins - Upon the recommendation'and, explanation <br /> given by the Fire Marshal, Mrs. Lauris moved seconded by'Dr.Purdy <br />e to proceed with the abatement as listed. Motion carried. <br /> Mrs. Lauris moved seconded by Mr. Swanson to approve Item 2(a) and 2(b) of the Com- <br /> mittee report. Motion carried. <br /> Mr. Collins was present at the meeting and protested, stating that he is in the pro- <br /> cess of restoring some property, and asked that the Council delay action a couple of <br /> months to give him time to make the required repairs. <br /> Mrs. Lauris moved seconded by Mr. Swanson to table Item 2(c) of the Committee report. <br /> Motion carried. <br /> 4 3. Rezoning area at Oakway and Coburg Roads, McKay - A letter was read from <br /> the chairman of the Citizens Advisory Committee on Neighborhood and Com- <br /> munity Affairs, Mr. Alison C. Wysong, Jr., asking approval of the City <br />I Council for the appointment of a committee from the Neighborhood and Com- <br /> Munity Affairs group to study the zoning in the immediate vicinity of the <br /> property which Mr. McKay is seeking to have rezoned to C-3P Commercial be- <br /> tween Coburg Road and Oakway Road, and asking the Council to withhold their <br /> decision until the completion of the report. Since the rezoning question <br /> had previously been tabled by the Council, Dr. Purdy moved seconded by <br /> 10/14/63 - 8 <br /> . <br />e <br /> w <br />
