Kohnen, chairman Qf the Bethel-Dan~bo- <br />Clear Lake Sewer Study Committee, was present ,and r~ad a letter dire~ted to the <br />Mayor and'Council requesting necessary steps be taken to call an election. in_ <br />the Bethei-Danebo'area at the earliest possible date to 'obtain voter approval of <br />the annexation of the approximate area described in.the Sewer Study Committee's <br />report. ~he ~~tter pointed out that this reque~t, 'w:as,niade 'after 's'ever'al meetT~g's ;:' I <br />and based upon the favorable reaction of a substantial number of Bethel-Danep'o <br />,'residents:c~n~erning the annexation. _ <br /> <br />The City Manager then pointed out on a map the suggested boundaries of the'pro- ,! <br />posed annexati on and,.th~n proceeded to inform tli.-e: Council' -of 'th-e' po'sa1hle r-eye- <br />nues to be derived from the annexation,_and the expenditures which wouid be _ <br />necessary; providing the City,extended.services on an equal basis with those_ <br />now given within the present limits of' the City of Eugene. A letter from' Eugene .' _ <br />Water & E~ectric Board was 'also read'outlining their proposa~ concerHing Bethel lit <br />Water Dist'rict be'ing taken over by the Water Board. The City 'Manager stated <br />that a sewer installation program undoubtedly would have to be financed through <br />a bond issue ,and that such a bond issue, would have t-O' b'e v'ot-e'd' lipon' by ele-c'tQ-r's <br />within the entire City 0 f Eugene. This~lection wo~ld be held ~hen a deter~ina- <br />tion had been made as to the type of system required 'and the amount of money <br />needed for its installation. _ <br /> <br />, After s'o'me -ft.irth'er discussion and a question and answer period, Mr. Christensen <br />moved seconded by Dr. Purdy to call a special election in the Bethel-Danebo- <br />Clear Lake area on January ill3, 1964 on the question of annexing the afe'a to' the' <br />City of Eugene, and to hold a hearing in the City of Eugene to,cletermine whether, <br />to disp'ense with an election within the City on- the annexat ion ';proposal. Motion <br />carried. <br /> <br />The City Manager pointed out on a large map in the Council Chamber the Bethel-Danebo_area I <br />pr~posed for anne~ation, and also stated that two additional areas had requested: to be in- _ <br />cluded. The two additional areas were (1) north of Royal, east of Greenhill Road , and , <br />south of Barger Avenue, and (2) west of 18th Avenue and north of Bailey Hill Road. -~' <br />Mr. A. C..Menkens inquired as to the method of arriving at the boundary lines of the area <br />proposed for annexation, and Mr. Ken Kohnen explained the area was basically that en- <br />compassed in the sewer study of Cornell, Howland, Hayes, and Merryfield and that area <br />which could be serviced in the primary installation of aosewer system.
