Motion defeated. <br /> It was suggested that the two extra areas which had asked to be included could later <br /> be annexed to the City by petition. <br />e A vote was taken on the original motion to approve the 80mmittee report recommending <br /> , holding an election on annexation of the Bethel-Danebo area without the addition of <br /> the two outlined districts. Motion carried. <br /> In a discussion of the proposed date for the annexation election; it was stated that <br /> the law concerning annexation elections was somewhat different from that concerning <br />I special elections, and that the proposed January 13, 1964 date may be advanced. <br /> Mrs. Lauris moved seconded by Mr. Swanson to discuss the change of election date at <br /> the next Committee of the Whole meeting. Motion carried. <br /> 1 2. Variance Extension, lL3th and Monroe. Cagle - Mrs. Cagle was present and <br /> presented sketches of the two proposed layouts concerning the property <br /> at 13th and Monroe for the erection of five rental units, and showin g <br /> the proposed parking. After some discussion by the Council, Mr.Swanson <br /> moved seconded-by Dr. Purdy to grant the variance extension, stipuladng <br /> a minimum of eight parking spaces be provided. Motion carried; <br /> Mr. Christensen voting no." <br /> Mrs. Lauris moved seconded by Mr~ Swanson to approve Item 2 of the Committee report, <br /> Motion carried, Mr. Christensen voting no. <br /> Committee meeting held November 7, 1963: <br /> "Present: Council President Chatt, Mrs. Lauris, Messrs. Swanson, Christensen, <br /> Hawk, and Purdy; City Manager; Asst. City Manager; Administrative <br /> Assistant; City Attorney; City Recorder; Director of Public Works; <br /> and many others. <br />I 2 1. Low-Cost Housing - Members of the Lane County Housing Authority and many <br /> other people interested in low-rent housing were present to hear the re- <br /> port of certain members of the Housing Authority and to get in on the dis- <br /> cussion. Mr. Anderson was introduced and he referred to a report which <br /> he asked Lutes and Amundson to present,to the group concerning the assessed <br /> value of the units, the true cash values of the units, the cost of erecting <br /> the unit s, the type of units involved, and the probable subsidy involved in <br /> each unit with relation to the rentals-and the property tax. ,Several ques- <br />e tions from the Council were answered by Lutes and Amundson and Mr.Anderson. <br /> Statements were also made by Mr. Aschenbrenner, Dean Haley, Jack Foster, <br /> and others. Also, Mr. Ken Smith of the Home Builders Association ~resented <br /> a letter addressed to the City Council in which they answered the questions <br /> as to what the economic effect would be on low-rent housing for the elderly <br /> on today's rental pressures and would the reduced rental pressure be invit- <br /> ing future slums and urban renewal and would we be destroying incentive, <br /> thrift, and pride of people who were looking and saving toward retirement. <br /> The Home Builders Association did not approve of the proposed low-rent hous- <br /> ing in the form in which it has been discussed at this and the previous meet- <br /> ing, <br /> After considerable discussion, Mrs. Lauris moved seconded by Mr. Hawk to <br /> enter into the co-operative agreement with the Lane County Housing Authority <br /> and the Federal government. <br />, ~ <br />I Upon further discussion, Dr. Purdy moved seconded by Mr. Christensen to table <br /> the item. Motion carried, Mrs. Lauris voting no. <br /> The City Manager presented a letter from M~. C. E. McLeanu~ging the City Council to give <br /> their endorsement to a project for providing low-cost housing for the aged in the com- <br /> munity, and citing the fact that all of the low-cost housing installations which he had <br /> investigated were made possible through the use of some Federal money.
