Parking Restrictions on Lawrence at 8th, Broadway, and 10th - The Public Works <br /> Department recommended prohibition of parking at the intersections of 8th, <br /> Broadway, and 10th with Lawrence Stre~t for 60 feet "in each direction from the <br />00 intersections. This recommendation was made in view of "the accident record at <br />~ these intersections. Mrs. Lautis moved seconded by Mr. Hawk to approve the <br />~ recommended parking prohibitions. Motion carried. <br />Ci... <br />CC 2 5. Segregation of Assessment, Runyan - Mr. Gerald Runyan requested segregation <br />~ of assessment for sewer levied against property at 3097 Floral Hill Drive <br /> which would allow his selling 60 feet of the property with an assessment <br /> of $295.08, leaving a balance of $424.93 against .the remaining property. <br /> Mr. Swanson moved seconded by Dr. Purdy to approve the segregation request. <br />e Motion carried. <br /> 3 6. Pellet Gun Permit - Mr. Cliff Cook requested permission to use a pellet gun <br /> to eliminate the pigeon nuisance at some of the property he is developing. <br /> The Police Department recommended granting permission for one week to use <br /> the pellet gun, Dr, Purdy moved seconded by Mr. Swanson to grant the request <br /> for one week. Motion carried. <br />I 4 7. Parking Districts - A }etter was read from Mr. Richard W. Reed, act ing as <br /> president of the Eugene Board of Realtors, suggesting the establishment of <br /> parking districts for the core area in the Ctty of Eugene and recommending <br /> the Council set up such districts. <br /> 5 8. Western Republican Conference - A letter was read from Governor Mark O. <br /> Hatfield addressed to Mayor Edwin E. Cone congratulating the City of Eugene <br /> onthe hospitality extended to the Western Republican Conference held in Eugene <br /> October 11-12, with particular appreciation directed to the Eugene Police De- <br /> partment . <br /> . . <br /> 6 9. Tennis Courts - A letter was read from Mr. Dirk Ten Brinke commending the <br /> Council concerning construction of tennis courts at 24th and Pearl and <br /> their administration by the Parks Department, with a few directions as to the <br /> correction of some of the lighting, <br /> Mr. Swanson moved seconded by Dr. Purdy to receive the above three letters <br /> and refer to the proper departments. Motion carried. <br /> 7 10. Ordinance, Fleeing or Eluding Police Officer - The draft of an ordinance <br /> relating to the offense of fleeing or attempting to elude a police officer <br /> was submitted for consideration. Mr. Christensen moved seconded by Mr.Swanson <br /> to present the ordinance at a regular Council meeting. Motion carried. <br />I Mrs. Lauris moved seconded by Mr. Swanson that Items 3 through 10 of the Committee report <br /> be approved. Motion carried. <br /> 8 11. Extension of Basement Area, First National Bank, South Park-Oak-Broadway - <br /> The First National Bank of Oregon, Eugene Main Branch, requested permission <br /> to extend the basement on each of the three sides of its proposed building <br /> at South Park, Oak, and Broadway underneath the sidewalks. The request was <br />e for extension of 7~ feet on South Park, 7~:feet on Oak, and 9~ feet on Broad- <br /> way underneath to allow additional parking space under the building. The <br /> Public Works Department reported that neither the City or the Eugene Water <br /> & Electric Board has any future plans to use the area underneath the side- <br /> walk rights-of-way; however, they did recommend utilization of the space <br /> should be avoided in the designing, of the structure and reservation of the <br /> rights-Qf~way for their fundamental use. Mr. Christensen moved seconded <br /> by Mr. Hawk to approve the request. <br /> On discussion, Mr. Swanson moved seconded by Mr. Hawk to table the item. <br /> Motion carried. <br /> Mr. Clare Hamlin, architect for the First National Bank, presented a model showing the <br /> proposed parking area underneath the proposed Bank building, pointing out that accord- <br /> ing to the Code this is an allowable use provided the Bank agrees to pay for any pro- <br /> posed utilities which may be placed under the sidewalk areas at some future time. <br />I Mrs. Lauris moved seconded by Mr, Swanson to grant use of the areas under the side- <br /> walks as requested, with reservations to be included in the agreement concerning future <br /> utility installation.
