Public Works Department recommended that parking <br /> e be prohibited on the south side of Franklin Boulevard from Patterson <br /> Street to the intersection with 11th Avenue in. order to alillow the roadway <br /> to be striped for three lanes of moving traffic. The State Highway De- <br /> partment concurred in the recommendation to 'eliminate the parking. <br /> Mr. Christensen moved seconded by Dr. Purdy to approve the recommendation. <br /> Motion carried. <br /> 2 7. Parking Prohibition Hilyard and Patterson Vicinity of 23rd Avenue - <br /> I The Public Works Department requested the prohIDition of parking along <br /> a portion of 23rd Avenue, Patterson Street, and Hllyard Street which <br /> would allow the installation of the Hilyard-Patterson connector. On <br /> a drawing presented by the Traffic Engineer, it was pointed out where . <br /> the traffic restrictions would be installed in the area of the couplet. <br /> Mrs. Lauris moved seconded by Dr. Purdy to adopt the recommendation for . <br /> the parking proh~bition. Mot ion carried. <br /> 3 8. One-way Couplet, 18th and 19th, Emerald to Friendly - The City Manager <br /> recommended this item be referred to the Planning Commission for study. <br /> Mr. Chatt moved seconded by Mr. Swanson to approve the recommendation. <br /> Motion carried." <br /> . <br /> Mr. Chatt moved seconded by Mrs. Lauris to approve Items 6, 7; and 8 of the Committee <br /> report. Motion carried. <br /> Items on November 21, 1963 Committee agenda not considered at that time: . <br /> 4 l. Board of Appeals Report - November 13, 1963 <br /> a. Variance Sideyard Setback 27th and Portland, Suess - This was an appeal <br /> from the Board of Appeals decision by Mr. Suess who had requested a <br /> variance to build an apartment house on Lots 4,5,6, and 7, Block 23, <br /> Frasier Hyland Addition, at 27th and Portland. Due to the location of <br /> I the building on the neighboring pr'operty being only three feet from' <br /> the south property line, the request was for a variance to adjust the <br /> side yard clearance on the north side 'of the proposed structure, thus <br /> placing the proposed building on the lot in such a way that it would <br /> have a~-foot sideyard clearance on both the north and south sides. <br /> The Board 0 f Appeals had previously denied the request. Mr. Suess <br /> now appeared before the Council and explained the situation with regard <br /> e to his building and that of abutting property by a sketch on the black- <br /> board, also a sun plane drawing. <br /> Dr. Purdy moved seconded by Mr. Christensen to uphold the Board o~ Appeals and deny the <br /> request. <br /> . <br /> On further discussion and further explanation by Mr. Suess, Mr. Deverell moved seconded <br /> by Mr. Chatt to refer this item to the Planning Commission for consideration and a <br /> recormnendation. Motion carried. <br /> 5 2. Paving 15th, Polk to Tyler; Adams, Broadway to 10th - Mr. Chatt moved seconded <br /> by Mrs. Lauris to initiate the paving of these two streets. Motion carried. <br /> 6 3. Variance Extension, 32nd and Willamette - The time having expired for the <br /> beginning of construction on this variance, the request was for an exten- <br /> sion of time on the variance. The City Manager stated that the plans are <br /> I now in the hands of the Building Department for investigation, and it was <br /> the recormnendation of the staff that the variance extension be granted. <br /> Mr. Chatt moved seconded by Mrs. Lauris to grant the variance extension.
