Cone w1th the <br />following councilmen prepent: Mrs. Lauris, Messrs. Chatt, Swanson, Christensen, <br />Deverell, Hawk~ and Purdy. Councilman Crakes was: absent.: <br /> <br />The invocation was given by Rev. Luis Bove', pastor of Wesley Methodist Church. <br /> <br />The minutes of the regular meeting of January 13, 1964, as mailed to members of <br />the Council, were approved. <br /> <br />NEW BUSINESS <br /> <br />The City Manager read a change order for: the new City Hall.'wherein it.was recom- <br />mended that a multi-use conference room he' f.inished and 3 matt frames and matts in:' <br />stalled, also an.item to reillllState,two,flag poles, and also to install a refr1gerator <br />and freezer in the Fire Department, totaling $10,355.72 to be added. <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt to approve the change order as:outlined.- <br />Rollcall vote. All councilmen present voting aye, the motion carried. <br /> <br />Mr. Pat Gordinier, representing the senior class of South Eugene High School, <br />had co~tacted Council Pre~ident Lauris with regard to getting permission from the <br />Council to conduct a dime line on the City streets for the benefit 'of the Eugene <br />Speech & Hearing Clinic. He was instructed to bring his request before the meeting <br />of the regular::. Council'-'January 27, 1964; Mr. Gordinier and the senior ciass. president ., <br />appeared before the meeting and requested that they be: allowed to conduct a- dime line- <br />at three locations, if possible, one at Broadway and Olive, one at 10th and.Willamette, <br />and one.at 8th and Willamette on February 3 'and 4; 1964,= and' again.on February 14 and <br />15, 1964, for the benefit of the Eugene Speech & Hearing Clinic. <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt to allow the senior'class this=privilege and <br />instruct Mr. .Gordinier and the class president to meet with the Police Chief for in- <br />structions 'on the conduct of their project. Motion:carr1ed. <br /> <br />The City Manager read a recommendation from the Director of Public Works dated <br />October 24,' 1963 outliriing the reasons for the proposed change to the l8th~19th <br />Avenue one-way couplet. Mayor Cone then called for discussion from the atldience, <br />stating that this was the time and place for the public hearing regarding the l8th- <br />19th couplet proposal. Mr. and Mrs. Norman Hanson of 19th Avenue West; Mr. Dean <br />Pomeroy of Friendly Street; Mr. Harold Gates, East 19th and Agate; Mr. Keith of <br />West 19th Avenue; and Mrs. England of West l8th,Avenue all opposed the installation <br />of the one-way couplet, stating that in their 'opinion 19th Avenue should be left as <br />it is at the present time and that with the installation of the couplet there would <br />certainly be more traffic onWWest 19th Avenue and this would endanger some of the <br />lives of the school children attemnpting to cross the one-way couplet. The Traffic <br />Engineer then stated that statist{cs in Oregon and other part& of the couniry prove <br />that one-way traffic is much safer for pedestrians due to the one~direction flow of <br />traffic and also due to traffic control by signalization. He also pointed out that <br />vehicular traffi~: accidents were reduced by as much as 40% after the installation of <br />this type of couplet. <br /> <br />At the conclusion of the discussion, Mr. Swanson moved seconded by Mr. Chatt to refer <br />this item to a work session or Committee of the Whole meeting. Motion carried. <br /> <br />COMMITTEE REPORTS <br /> <br />Committee meeting held January 16, 1964: <br /> <br />"Present: Mayor Cone; Councilmen Lauris, Swanson, Christensen, Deverell, and <br />Purdy; City Manager; Assistant City Manage+; Administrative Assist- <br />ant; City Recorder; Director of Public Works; and others. <br /> <br />1. Orr Lane Dedication - Mr. and Mrs. Ted B. Coe proposed the dedication of <br />a 30.6'x50' portion of the south end of Orr Lane at 23rd Avenue for street <br />purposes. Mr. Swanson moved seconded by Mrs. Lauris to accept the dedica- <br />tion.
