Land Purchase, McNaught Property -' The City Manager recommended that the <br />City of Eugene exercise its option to purchase approximately 56 acres of <br />land in the vicinity of Mahlon Sweet Field from Mr. and Mrs. Joseph R. <br />McNaught for a total price of $56,000.00. The option agreement proviued <br />that should the City exercise its option on or before January 17, 1964, <br />$5,000.00 earnest money would be paid within 30 days from the date of <br />exercising the option. Mr. Christensen moved seconded by Dr. Purdy to <br />approve the purchase- of the McNaught property for the total amount of <br />$56,000.00. Motion carried. <br /> <br />e <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt to approve Item 2 of the Committee report. <br />Rollcall vote. All councilmen present voting aye, motion carried. <br /> <br />2 <br /> <br />3. Building Code Amendment,' Wall Sheathing - The Acting Superintendent of <br />Building Inspection recommended the deletion from the City Building Code <br />of the requirement for sheathing or double wa11 construction in certain <br />types of buildings which relates to Section 2202, page 97, of the Uni- <br />form Building Code 1961 Edition. Dr. Purdy moved seconded by Mrs.Lauris <br />to approve the recommendation. However, upon much further discussiofr <br />by the Council, Dr. Purdy moved seconded by Mrs. Lauris to table the <br />item pending further consideration. Motim carried-." <br /> <br />I <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt that Item 3 of the Committee report be re- <br />ceived and filed pending further consideration. Motion carried. <br /> <br />Committee meeting held January 23, 1964: <br /> <br />"Presefrt: Councilmen Lauris (presiding), Chatt, Swanson, Christensen, <br />Deverell, Hawk, and Purdy; City Manager; Asst. City Manager; <br />Administrative Assistanb; City Attorney; City Recorder; Director <br />of Public Works; and others. <br /> <br />3 <br /> <br />1. Budget Committee - Mrs. Laur~s recommended the appointment of Mrs.' Robert <br />Campbell, 3575 Glen Oak Drive, as a,member of the budget committee for <br />the term ending December 31, 1964, replacing Morton Moss, resigned. <br />Dr. Purdy moved seco'nded by Mr. Christensen to approve the recommendation. <br />Motion carried. <br /> <br />I <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt that the Council approve Item 1 of the Com- <br />mittee report and appoint Mrs. Robert Campbell as a member of the budget committee. <br />Motion carried. <br /> <br />4 <br /> <br />2. Sidewalk Phone Booths - Mr. Lafferty, local manager for Pacific North- <br />west Bell, -presented a proposal for the installation of publ ic telephone <br />booths on sidewalks in the business district of the City of Eugene, pre- <br />senting each council member with a brochure which gave the locations of <br />the various proposed sites, and also submitting a copy of the suggested <br />ordinance governing the insta1lation of the booths. The City Attorney <br />stated that in his opinion the proposed ordinance was satisfactory. <br />However, he recommended that the City grant a ,franchise to the Tele- <br />phone Company which would require publication and hearing by the Common. <br />Council. Mr. Swanson moved seconded by Dr. Purdy to authorize the in- <br />stallation of the public ppone booths as recommended. and the signing .of <br />the franchise agreement containing the terms under which the booths <br />should be installed. Motion carried. <br /> <br />e <br /> <br />5 <br /> <br />3. Planning Commission Report - January 7, 1964 <br />a. Rezone to M-l SE corner 13th and Columbia, Wi1liams Bakery (64-005) _ <br />The Planning Commission recommended approval of the requested rezon- <br />ing from R-l Single Family Residential to~-l Limited Industrial <br />Distric~ of an area at the corner of 13th Avenue and Columbia Street.. <br />Mr. Williams, president of the Bakery, was present and presented a <br />complete layout of the proposed area showing adjacent properties and <br />also presented a'plan for planting and general landscaping. Mr. <br />Christensen moved seconded by Mr. Swanson to approve the recommenda- <br />tion of the Planning Commission for the zone change as presented by <br />Mr. Williams.
