Variance to allow two apartments over 4-car garage. 2566 Chambers, <br />Koffler - Mr. Koffler had submitted a request for a variance to <br />permit the erection of two apartment units 'above a currenctly <br />existing 4-car garage in an RA Outer Residential District at <br />2566 Chambers Street. At its meeting on January 7, 1964, the <br />Planning Commission had recommended denial, which recommendation <br />had been overruled by the Council and thus referred to a joint <br />meeting of the two bodies. The Planning Commission now reaffirms <br />its recommendation to deny the request. <br /> <br />e <br /> <br />Mr. Jim Pearson, representing Mr. Koffler, was present and out- <br />lined the proposal as to the building and gave a general descrip- <br />tion of the area and answered questions from the Council members. <br /> <br />Mr. Hawk moved seconded by Mr. Swanson to deny the request for <br />the variance. Motion carried, Mr. Deverell voting no. <br /> <br />I <br /> <br />Dr. Purdy left the Committee meeting at this point. <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt to approve Item 2a of the Committee report <br />denying the requested variance. Motion carried, Mrs. Lauris and Messrs. Chatt and <br />Deverell voting no. <br /> <br />Mr. Jim Pearson, attorney for Mr. Koffler, spoke before the Council and asked the <br />Council' to reconsider their previous decision arid allow 'the variance. <br /> <br />2 <br /> <br />3. Subdivision Street Lights - The City Manager explained that from in- <br />formation received from the Eugene Water & Electric Board regarding <br />the installation of underground wiring and the erection of street <br />light poles in new subdivisions the monthly charge for this purpose <br />would result in a charge of $3.70 per month, or approximat'ely $1.00 <br />more than the current charge. Discussion ~mong the Council members <br />as to the responsibility for the additional charge resulted in a <br />motion by Mr. Christensen seconded by Mr. Swanson that the City con- <br />tinue to install street lights on their current policy. Motion car- <br />ried, Messrs. Swanson, Christensen, and Mayor Cone voting yes; Messrs. <br />Hawk and Deverell voting no. <br /> <br />I <br /> <br />Mr. Christensen moved seconded by Mr. Hawk that 'the current policy be maintained <br />with regard to street light installation in new subdivisions. Motion defeated, <br />Mrs. Lauris and Messrs. Chatt, Crakes, and Purdy and Mayor Cone voting no; Messrs. <br />Swanson, Christensen, Deverell and Hawk voting yes. .. <br /> <br />After further discussion by the Council, Mrs. Lauris moved seconded by Mr. Chatt that <br />the staff renegotiate with Eugene Water & Electric Board in an attempt to adjust the <br />$3.70 charge downward. Motion carried, Mr. Christensen voting no. <br /> <br />3 <br /> <br />4. Airport Land Acquisition - The City Manager stated that it is necessary. <br />that the City acquire several small parcels of Land adjacent to the <br />Airport for runway approach and takeoff areas and that appraisals had <br />been made on these parcels which were considerably lower than the ask- <br />ing prices in all cases. Negotiations on the sale prIce of the several <br />parcels showed that the valuations or asking prices were considerably <br />higher than the appraisals. Mr. Swanson moved seconded by Mr. Christensen <br />to instruct the City Manager to proceed with condemnation proceedings if <br />necessary for the land acquisition. Motion carried. <br /> <br />e <br /> <br />Mrs. Lauris mbved seconded by Mr. Chatt that Item 4 of' the Committee report be approved. <br />Motion carried. <br /> <br />4 <br /> <br />5. Widening Alder. Franklin to 19th - The City Council had'previously re- <br />quested information as to the widening of Alder Street from Franklin <br />Boulevard to 19th Avenue. The Public Works Department now submitted <br />a cost estimate of the project on a block-by-block basis totaling <br />$84,4l4~94, of which $31,498.96 would be assessed to abutting property, <br />and $52,915.98 paid by the City. These and other considerations caused <br />the Public Works Department to recommend that the Department consider <br />.the widening of Alder Street during the current construction period <br />only for that section between 11th Avenue and 13th Avenue. <br /> <br />I <br /> <br />3/9/64 - 9 <br /> <br />e <br /> <br />w <br />
