<br />5'31---' <br /> <br />e <br /> <br />3/23/64 <br /> <br />I <br /> <br />Mr. Keith Fennell spoke and said the group of architects should be complimented on <br />their work and for their civic mindedness. <br /> <br />00 <br />~ <br />~ <br />~ <br />.::0 <br />en <br /> <br />Mr. Ed Wheeler spoke, stating that he felt that the plan should be given some con- <br />sideration because of the solving of a parking problem. <br /> <br />Mr. Swanson moved seconded by Mr. Chatt to refer the matter to the staff for study <br />and recommendation at a later date.' Motion carried. <br /> <br />COMMITTEE REPORTS <br /> <br />Committee meeting held March 12, 1964: <br /> <br />e <br /> <br />"Present:' Mayor Cone (arrived late); Councilmen Lauris (presiding unt il <br />arrival of Mayor Cone), Chatt, Swanson, Christensen, Deverell, <br />Crakes, Hawk, and Purdy; City Manager; Assistant City Manager; <br />Administra~ive Assistant; City Attorney; City Recorder; Director <br />of Public Works; and others. <br /> <br />I <br /> <br />1 <br /> <br />1. 18th-19th Couplet - The City Manager reviewed the report previously given <br />by the Public Works Department to the City Council on the recommended in- <br />stallation of the 18th-19th couplet. The Director of Public Works explained <br />a drawing of the proposed couplet to the Council members. Considerable dis- <br />cussion followed with questions being answered by the Traffic Engineer and <br />Public Works Director. During the discussion, Mr. Christensen moved seconded <br />by Mr. Swanson that 10th Avenue be changed to one-way west, and the traffic <br />reversed on 11th and 13th Avenues. Motion defeated. <br /> <br />Further discussion by the Council resulted in a motion by Mr. Swanson <br />seconded by Dr. Purdy to adopt the proposed plan for 'the couplet a~ pre- <br />sented. Motion defeated, Messrs. Chatt, Crakes, and Christensen and <br />Mrs. Lauris voting no; Messrs. Swanson, Deverell, Hawk, and Purdy voting <br />yes. <br /> <br />Mayor Cone arrived at the Committee meeting just before the vote was taken, <br />but abstained. <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt to approve Item 1 of the Committee report. <br /> <br />On call for discussion, Mr. Marvin Kutz stated that he is opposed to the installation <br />of a couplet and felt that 18th Avenue could be changed somehow and a traffic pattern <br />worked out without making 19th Avenue a one-way street. <br /> <br />I <br /> <br />Mr. Charles Endicott also spoke and asked if the parking could be removed from 18th <br />Avenue, thereby making more lanes for 'travel. <br /> <br />Mr. David Finch spoke and stated that he felt that the 18th-19th couplet would be an <br />improvement, as did Mr. Cliff Shirley, who said he felt that the area east of Willam- <br />ette especially needed the changeover. <br /> <br />e <br /> <br />Further discussion by the Council resulted in a motion by Mr. Swanson seconded by <br />Mr. Hawk to table the item. Motion carried. <br /> <br />2 <br /> <br />2. RMBB Liquor License. Eugene Recreation The City Manager explained that <br />presentation of this application by Raymond Hoffman at this time was be- <br />cause of Mr. Hoffman's recently acquiring ownership and the application <br />had not been made at the time of the transaction. However, the estab- <br />lishment had been dispensing beer for some years. Mr. Swanson moved <br />seconded by Dr. Purdy to approve the application. Motion carried. <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt to approve Item 2 of the 80mmittee report. Mo- <br />tion carried. <br /> <br />3 <br /> <br />3. Workable Program Recertification - The City Manager read a letter from the, <br />Regional Administrator of the Housing and Home Finance Agency asking what <br />progress had been made on the neighborhood analysis report. The HHFA <br />office pointed out that certain reports would need to be submitted in order <br />for the.Eugene Workable Program to be recertified, and that Mr. Richard E. <br />Lankford would be in Eugene to discuss this matter with City officials at <br />a later date. No action was taken. <br /> <br />I <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt that Item 3 be received and placed on file.
