<br />4. Relinquishment of Easement, EWEB, McDonald - The Eugene Water & Electric
<br />Board requested the City Council's a~proval of reiinqui.shm~nt of an ease-
<br />ment near Gilham Road and Crescent Drive no longer needed since comple-
<br />tion of the Beltline Road, and ?uthorizati~nofa quitclaim deed co~vey-
<br />ing the easement to John H. and RubyJ. McDonald., Dr. Purdy moved seconded
<br />by Mr. Chatt to approve'the request. Motion carried.

<br />5. Curb Sidewalk on Washington, 23rd to 25th - Mr. Wayne A. Terry requested
<br />location of sidewalk at the curb adjacent to 2475'Washington Street, and
<br />the Public Works Department, after viewing adjacent properties, recommended
<br />curb sidewalks on Washington frOm 2'3rd to 25th. Mr. Chatt moved seconded
<br />by Dr. Purdy to approve the recommel!dation. Motion carried.

<br />6. Coburg Road4-Lane Traffic - A progress,report submit~ed by the Public
<br />Works Department and read by the Cit~ Manager concerning the proposed
<br />widening of Coburg Road from Harlow Road to the Beltline Road stated that
<br />Lane, County had completed the field surveys and is in, the process. of p~-
<br />paring plans for the project.. The rep?rt also stated' that s'ome further
<br />work would be necessary before. pav~ng contracts.,coule b~ let and the
<br />sanitary and ~torm sewer ,work completed. The report als~ s~ated that a
<br />portion of the project is outside the City limits at the present time,
<br />but it was recommended that the work be completed by the Cityinoorder
<br />to eliminate future tearing ~p of the4-lane roadway. It was estimated
<br />that approximately $60 ,000 of City funds would be necessary t~ c~mplete
<br />this portion of th~ project. The re~ort was received and"placed on file.

<br />7. Low':Rent Housing -.A copy of a,ie~ter ~rom H&H Propertiel? Co., addressed
<br />to the Lane,County'Housing Authority with a carbon copy to the Eugene
<br />City Councii ,was passed around among' t'he .Councii members for their i~-
<br />formation. This letter was submitted by'Mr. Gus Hixson and Mr. W. 'J.
<br />Holleque protesting the establishment of a low-cost housing develo~ment
<br />within their business area. This letter was received and placed on file.

<br />spection submitted a drawing under consideration:by the;Building D~part-
<br />ment involving a proposed apartment:, dwelling t.o be erected by Gary Bernik
<br />and pointed out a question had been raised concer~ing the accessibility
<br />of,parking adjacent to the propo~ed building, sin<:e ,the ac~ess to this,
<br />proposed parking is from a l4-foot alley. Due to the lateness of the hour,
<br />a majority of the Council members 'had left the meeting~ and after some :
<br />discussion by thos~ remaining, .it:was recommended to leave the par~ing
<br />on the front part of the building and allow four parking spaces thl7re,
<br />and also to suggest 750 angle parking on the, afley. A cjuor~m not being
<br />present, no action was taken." '

<br />mission to construct an apartment house ancI'- 'to ,provide' 8 'x18' parking'
<br />spaces perp~ndicular to. a l4-foot 'alley. The .$uperintendent of, Build-
<br />ing Inspection had withheld the ~uilding permit.due to the:inaccess-
<br />ibilitY,of these 8'x~8' parkingsl,ots:off~a l4-foot alley. Mr. B~rnik
<br />then, proposed that. he could park six cars in front of the apartment
<br />house and provide 18 slots on an angle off the l4-foot al~ey. In:dis-
<br />cussing this situation at this meeting, the Council was advised by the
