<br />~ <br /> <br />e <br /> <br />4/27/64 <br /> <br />I <br /> <br />Gouncil Chamber <br />Eugene, Oregon <br />April 27, 1964 <br /> <br />The adjourned meeting of the Common Council of the City of Eugene, <br />regular meeting held April 13, 1964 - was called to order at 7:30 p.m. <br />April 27, 1964 in the Council Chamber by His Honor Mayor Edwin E. Cone <br />present: Mrs. Lauris, Messrs. Chatt, Swanson, Deverell, Crakes, Hawk, <br />was absent. <br /> <br />Oregon - adjourned from the <br />Pacific Daylight Time on <br />with the following councilmen <br />and Purdy: Mr. Christensen <br /> <br />The invocation was given by Rev. Charles McCarthy, Minister of Education for the First Methodist <br />Church. <br /> <br />The minutes of the regular meeting held April 13, 1964, as mailed to members of the Council, were <br />approved. <br /> <br />e <br /> <br />NEW BUSINESS <br /> <br />1 <br /> <br />Mr. Crakes moved seconded by Mr. Hawk to approve the expenditure of $750 from the Civic Emergency <br />Fund payable to Mr. George. Buckley to meet the payment of rent and utilities for the months of Jan- <br />uary through June, 1964, and that Buckley House endeavor to become an authorized agency eligible to <br />participate in United Appeal funds next year. Rollcall vote. All" councilmen present voting aye, <br />motion carried. <br /> <br />I <br /> <br />2 <br /> <br />The City Manager read a letter of appreciation from W. Riley Matsler thankIng the Council, Mayor, <br />and staff for the co-operation and assistance he had received over the years in carrying out the <br />operation of the Parks and Recreation Department. The City Manager then read a letter signed by the <br />Mayor and each member of the City Council in appreciation of the efforts of Mr. Matsler in behalf of <br />the City of Eugene and the Parks and Recreation Department. <br /> <br />3 A proposed agreement between the City of Eugene and Lane County for the furnishing and operation <br />of a Police Department crime laboratory in the new City Hall was submitted. <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt that the City Manager and City Recorder be authorized to sign <br />the agreement for the City of Eugene. Rollcall vote. Rollcall vote. All councilmen present voting" aye, <br />motion carried. <br /> <br />e <br /> <br />COMMITTEE REPORTS <br /> <br />Committee meeting held April 16, 1964: <br /> <br />"Present: Councilmen Swanson (presiding), Christensen, Deverell, Crakes, and Purdy; City <br />Manager; City Attorney; Assistant City Manager; City Recorder; Director of Pub- <br />lic Works; and others. <br /> <br />5 <br /> <br />1. Eaton Drive Dedication - The City Manager stated that the Public Works Department <br />had recommended the ded[cation of a 30-foot strip of land in the vicinity of Long- <br />view Street and Eaton Drive between the Babb and Snellstrom properties. Mr. Harold <br />D. Gillis, appearing before the Committee of the Whole in behalf of Mrs. Babb and <br />Mr. Snellstrom, protested the proposed dedication of Eaton Drive. The Director of <br />Public Works stated that there is some question concerning the ownership of the <br />area proposed for dedication and, after furfher discussion by the Coun~il and a <br />question to the City Attorney, Mr. Deverell moved seconded by Dr. Purdy to insti- <br />tute proceedings to quiet title on the 30-foot strip. Motion carried. <br /> <br />;1 <br />I <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt that Item 1 of the Committee report be approved. Motion car- <br />ried. <br /> <br />6 <br /> <br />2. Curb Cut, 1831 Kincaid, Wood - Mr. Hugh B. Wood of 298 Ridgewood Drive requested <br />an oversize curb cut at 1831 Kincaid Street. The Department of Public Works recom~ <br />mended denial. Council members having viewed the location of the requested curb <br /> <br />cut, Mr. Christensen moved seconded by Mr. Crakes to deny the application for the <br />extended curb cut.
