Sutley had requested .the change of zone fran RA Outer <br />Residential to M-2 Light Industrial, and the Planning Gommi~sion had recommended <br />approval of the request. Motion made.by Mr. Chatt seconded by Mr. Hawk to approve <br />the zone change. Mot~on.carried. <br /> <br />Mrs. Lauris moved:seconded by Mr. Chatt that Items 1 and:2a of the Committee report be approved. Motion <br />carried. <br /> <br />2 <br /> <br />b. Rezoning to C-3P area on 6th between Polk and Tyler, Eugene Ambulance (64-041) - <br />This :item was withdrawn fran the agenda on the request ..of the petitioner, Mr. Bill <br />Leonard of Eugene Ambulance. <br /> <br />e <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt that Item 2b of the Committee report be received and filed. <br />Motion carried. <br /> <br />3 <br /> <br />c. Rezoning to C-3P:westside:ofOak Street between 28th. and 29th, Mikesell (64~038) - <br />Wilbur B. Mikesell had requested change of zone from R-l Single Family Residential . <br />to C-3P Commercial. The Planning Commission recommended approval of the zone <br />change. subject to:completion of a performance .sgreement for buffer:ing.the east side <br />of the property in the same manner as Eugene Hardware~ Mr. Chatt moved. seconded by <br />Mr. Swanson to approve the recommended zone change with the completion of the <br />agreement for buffering the east side of the property. Motion carried: <br /> <br />I <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt to approve Item 2c of the Committee report. Motion carried. <br /> <br />4 <br /> <br />d. Zoning Ordinance Amendments:reR-2 and R-4:requirements - The Planning Commission <br />recommended approval of amendments to Zoning Ordinance 10691 with regard to single <br />. family residential use. in R-2 zones (Section. VII, A. Use), and r.educing from 300 <br />sq.ft. to 200 sq.ft. the area requirement for each occupant of fraternities, <br />sororities, dormitories, aRd bbardi ng houses in R:..4 zones (Sec~ion IX, E.Area)..: <br />Mr. Deverell moved seconded by Dr. Purdy to approve. the amendment with regard.to <br />R-2 Two Family Residential zones. Motion carried. <br /> <br />After some discussion on the R~4 Multiple Family amendment, Mr. Deverell moved <br />seconded by Mr. .Chatt to approve the amendment. Motion carried. <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt to approve Item 2d of the Committee report. Motion carried, <br />Mr. Crakes.voting no.. <br /> <br />5 <br /> <br />e. Variance to allow CR use, including beauty school, at 1342 and 1350 Chambers, <br />Clarke (64-032) - The Planning Commission recommended denial of the request of <br />Dr. Clifford R. Clarke for a variance to allow moving his dental office to a <br />residence at 1342 Chambers Street and. reriting the dental. office at. 1350 Chamb~rs <br />for allowable uses in CR zones, including a beauty school. Mr.. Dave Andrews, <br />representing the owner; spoke briefly in behalf of the petition for ~he variance. <br />After some further discussion, Mr.: Swanson moved seconded by Mr. Deverell to up~ <br />hold the recommended denial. Motion carried. . <br /> <br />I <br /> <br />Dr. Purdy moved seconded by Mr. Chatt to renew the previous variance granted to <br />Dr. Clarke. Motion carried, Mr. Christensen voting no. <br /> <br />e <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt to renew the variance: granted: to Dr. Clarke by:Resolution~ <br />948 adopted April 22, 1963. Rezoning to C-3P and R-3G.area on Chambers.between. 17th: and Amazon Channel, <br />Mehling: (64-033) -:This was a request by Mr. Bert Mehling of.Cedar Lane ~ompany: <br />for rezoning of property located approximately. one block west of Chambers Str~et <br />between the Amazon Channel and 17th Avenue from R-l Single Family Residential and <br />R-3G Garden Apartment Residential to C-3P Commercial: and Rr3G Garden Apartment <br />Residential. After discussion by the Council, Dr. Purdy moved seconded by <br />Mr. Crakes to refer the item back to the Planning Commission for further con- <br />sideration. Motion carried. <br /> <br />7 <br /> <br />g. Variance to allow beauty shop at 1507 Coburg Road, Armstrong (64-037)- This was <br />a request for a variance to allow a beauty shop with a single operator in a <br />home at 1507 Coburg Rbad in an RA Outer: Residential zone. The Planning Commis- <br />sion had recommended denial of the request, but on further discussion by the <br />Council, Mr. Chatt moved seconded by Mr. Deverell to gran~ the variance. Motion <br />carried.. : <br /> <br />I <br /> <br />8 <br /> <br />h. Rezoning to C-l or R-4 3210 Wi11amette, Sahlstrom (64-040) :.. This item was: tabled <br />on a motion by Dr. .
