Use of Welfare Workers - This was a recommendation to renew the agree- <br />ment between the Oregon State Public Welfare Commission and the City <br />of Eugene for the employment by the City of certain welfare workers <br />under certain conditions for work on certain selected projects. Mr.Chatt <br />moved seconded by Mrs. Lauris to proceed with the agreement. Motien <br />carried. <br /> <br />2 <br /> <br />12. Mr. Deverell suggested that perhaps the Council and staff should con- <br />sider the installation of a crosswalk across Pearl Street between the <br />new City Hall and the walkway to the County Courthouse. After consider- <br />able discussion, Dr. Purdy.moved seconded by Mr. Hawk to refer the item <br />to the staff for recommendation. Motion carried. <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt to approve Items 11 and 12 of the Committee <br />report. Motion carried. <br /> <br />3 ' <br /> <br />13. Mayor Cone suggested that it may be well to consider removing the meters <br />from in front of the entrances to the new City Hall, one on High Street, <br />and the other on 8th Avenue, as a convenience to the general public." <br /> <br />Mr. Chatt.moved seconded by Mrs. Lauris that Item 13 of the Committee report be ap- <br />proved and the two meters removed. Motion carried. <br /> <br />Committee meeting held May 7, 1964: <br /> <br />"Present: Mayor Cone; Councilmen Lauris, Chatt, Christensen, Deverell, <br />Crakes, Hawk, and Purdy; City Manager; City Attorney; City Re- <br />corder; Director of Public Works; and others. <br /> <br />4 <br /> <br />1. Parking Restriction. west side of Baker north of 28th - Mr. Robert J. <br />Reilly of 2794 Baker Boulevard, had sent a letter to the Common <br />Council in which he stated that on February 24, 1964 the Council had <br />declared the west side of Baker Boulevard a deadend residential street <br />and a non-parking zone. Subsequently, sign s were erected prohibiting <br />parking at any point.along the west side of the street. Mr. Reilly <br />is now requesting that the City Council rescind the prohibition, stat- <br />ing the restriction results in a parking problem for him and his family <br />in not being permitted to park at the curb in front of their property. <br />Mr. Charles Porter, Mrs. Bartell, Mrs. Larson, and Mr. Sam Peters were <br />present at the meeting, and all asked that the present restriction be <br />maintained, that the street is too narrow to allow parking on both <br />sides and permit the passage of cars in the center lane. After some <br />further discussion by the members of the Council, Dr. Purdy moved seconded <br />by Mr. Chatt to deny the request of Mr.Reilly and retain the parking <br />restriction. Motion carried. <br /> <br />Mr. Reilly appeared before the Council to repeat his request for removal of the park- <br />ing restriction on the west.side of Baker Boulevard. <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt to approve IEem 1 of the Committee report-and <br />deny the request for.removal of the parking restriction. Motion carried. <br /> <br />5 <br /> <br />2. Annexation of area south of 30th, west of Agate (Warren. Bayly. et al) - <br />This was a request by developers for annexation of an area adjacent to <br />Laurelwood Golf Course near ~loomberg Road (30th Avenue) and involving <br />the construction of a sewer through the Laurelwood Golf Course to the <br />area proposed for annexation. DiscussioA followed on the legality of <br />assessing property outside the City limits for sewer construction, the <br />portion to be paid by the City of Eugene, and the suggestion concerning <br />any alternate plan. Dr. Purdy moved seconded by Mr. Chatt to refer the <br />whole problem to the staff for a recommendation. Motion carried. <br /> <br />The City Manager reported that the estimated cost-of construction the trunk sewer line <br />would be $21,000, of which $25,000 would be recovered when the area was annexed. The <br />Manager stated it was desirable to get sewers in before the area is developed and <br />streets constructed. The costs could be made a hookup fee equivalent to an assess- <br />ment for 8" sewer line to each property, or the total cost could be ~harged to the <br />developers at the time of annexation. <br /> <br />The City Manager recommended that anything over and above reasonable costs be borne <br />by the developers; for example, removing and replacing turf on the golf course; these <br />extra costs necessitated by third party agreement between the developers and the <br />Golf Course.
