Weaver/Furtick - The City Manager read <br />a request from James H. Weaver and Donald R. Furtick for an oversize <br />curb cut at 18th and Willamette. A report from the Public Works De- <br />partment stated that a permit had been granted to allow for a 26-foot <br />curb cut and a 30-foot curb cut to be sepa~ated by an island of 14 <br />feet or more. On inspection, it was determine9 that the property <br />owner was in the process of constructing a continuous curb cut. <br /> <br />Mr. Weaver addressed the Council requesting the 57-foot cut, explain- <br />ing that in his opinion it would be less hazardous for those people <br />using the parking lot , and that it would provide more room for backing <br />and turning out onto 18th Avenue. <br /> <br />e <br /> <br />The City Manager recommended compliance with the ordinance and that <br />the request be denied. <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt to deny the request for the oversize curb <br />cut. Motion carried. <br /> <br />I <br /> <br />The Council requested that the staff bring back a recommendation on this item. <br /> <br />2 <br /> <br />4. Curb Sidewalk. 20th between Adams and Friendly - The Council heard a <br />request from Mr. Stuart W. Barr for location of sidewalk at the curb <br />on his property. Mr. Barr spoke to the Council stating that if the side- <br />walk were constructed in the normal setback he would ~ave to take out a <br />hedge and put in a rretaining wall on his property. <br /> <br />Councilman Christensen stated that on the Council's tour of this area <br />he noted that there are curb sidewalks and normal setback sidewalks, <br />sometimes in the same block. <br /> <br />Mr. Christensen moved seconded by Mr. Swanson that the curb sidewalk re- <br />quest be granted. Motion defeated, 5-3. <br /> <br />Mr. Swanson moved seconded by Mr. Hawk to hold this matter over. Motion carried. <br /> <br />3 <br /> <br />5. Speed Control Board Recommendations - Patterson. Hilyard. Bethel Drive - <br />The City Manager read a letter from the State Speed Control Board pro- <br />posing establishment of speed zones as follows: <br /> <br />I <br /> <br />Patterson from Broadway to 50 ft north of East 23rd - 25 mph <br />Hilyard from Broadway to 100 ft north of East 14th - 25 mph <br />Hilyard from 100 ft north of East 14th to 50 ft north of East 39th - 30 mph <br />Bethel Drive from Roosevelt Blvd to 400 ft northwest of Ogle - 35 mph <br /> <br />with the exception that in school zones in these areas the designated <br />speed shall be 20 mph during hours of school crossings as per subsection <br />la ORS 483.104. <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt to approve the recommendations. Motion carried. <br /> <br />4 <br /> <br />6. FAA Ground Receiver/Transmitter Lease, Mahlon Sweet - The City Manager read <br />a letter from the Federal Aviation Agency requesting the lease of landat <br />Mahlon Sweet Airport for a remote transmitter/receiver site, this land <br />bei ng a plot 220 feet by 250 feet for which the lease. would be $1.00 per <br />annum. The Manager recommended approval of the lease. <br /> <br />e <br /> <br />Mrs. Lauris moved seconded by Mr. Chatt to approve the lease. Rollcall vote. All <br />councilmen present voting aye, motion carried. <br /> <br />5 <br /> <br />7. Paving and sidewalks on 27th from Columbia to Spring Boulevard - The City <br />Manager recommended that the Council initiate the improvement of this <br />street with sidewalKs included. <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris to initiate the paving of 27th Avenue from <br />Columbia Street to Spring Boulevard, also sidewalks.
