<br />1. Audit Report, Winn & Co. - The City Manager read a letter from Winn & Co.,
<br />.certified public accountants, ,stating they had examined the records for
<br />the City of Eugene for the quarter ended March 31, 1964, and to the.ex-
<br />tent of 'the audit work performed found the books to be in good'.orcler. The
<br />letter was received and placed, on ~ile.

<br />2. Dedication, Airport Terminal Building - The City Manage~ stated th~ AV,ia-.
<br />'tion Corrunittee of the Eugene Chamber of Corrunerce wished to promote the
<br />dedication of the new terminal building at Mahlon Sweet Field~ and they
<br />suggested the dates of September 19 and, 20, 1964, with .t~e .dedication
<br />ceremony to be held on.the 20th. The Avi~tion Corrunittee st8:ted they had
<br />arranged fo~ an ,air show on,both days with the Blue Angels, U.S.Navy.pre-
<br />cis ion flyin~ t~am, making ,an appearance l>Ot}1 ~ay~, 'and. requested" that
<br />~he City Cocincil participate in the actual airport terminal building
<br />dedication program, and also that a $1.00 fee per car be allowed ~or park-
<br />ing as was done at ~he last ,air ~how. After some discu~sion by the:Coun-,
<br />cil and explanation by the Assistant City Manager, Mr. Hawk moved ,seconded
<br />'by Mr. Crakes to accept the arrangements as proposed for the dedication
<br />of the terminal building. Motion carried.

<br />3. Appointment: CiVil Rights Commission - Mayor Cone announced the app,?int-
<br />ment to the Civil Rights Commission of a negro, -Rev. Lemuel McKinnie of
<br />St. Mark's Christian Methodist Episcopal Church. No'action was taken.on
<br />'the appointment.

<br />4. Parking Corrunittee, Downtown Revitaliza'tion - Mr. Otto Poticha presented .
<br />to the Council, ~lanning Commission; and members of'the Architects' ~Associa~
<br />tion a number of slides depicting the thinking regarding the ,possibLe use '
<br />'of some of the 6pen land and street areas within the downtown Eugene core
<br />area. Mr. Poticha stated that the parking problem is only one of the
<br />projects which should be considered by the downtown core area, that' real
<br />consideration should be given-by the people who 'lease, rent, or who own
<br />'the buildings in the downtown core area to a program for renewing or re-
<br />vitalizing to be undertaken at once. Comments were given by Mr. Howard
<br />Buford, Mr. Vince Farina, Mr. Jim Longwood, and others concerningth{s
<br />proposed plan. After extensive discussion by-the Council and others pres-
<br />ent, Mr. Crakes moved seconded by Mr. Christensen that ,the Mayor appoint a
<br />study corrunittee for the revitalizatio n of the' downtown' core' area. Motion.~

<br />5. Paving and sewers 7th Addition to Ellendale - This petition was signed by_
<br />~wners of 100% of the tota1front footage of properties to be asse~s~d.
<br />Dr. Purdy moved seconded by Mr. Crakes to approve the petition for paving
<br />and sewers. Motion carried.

<br />. 6. Paving and sanitary sewers in Hendricks Vista Addition ~ The petition was
<br />signed by owners of 96% of the total front footage of the propert~es to
<br />be assessed. However, there is a I-foot public'reserve strip 69' feet long
<br />which would .reqJire an agreement by _the Retition'ers to accept. the assess-,.
<br />ment for the improvement. Also, a storm sewer'is necessary which was'
<br />estimated to cost $3,000. Dr. Purdy !lloved secon~ed by Mr. 'Crakes' to ap-
<br />prove the pet:l..t i~on. Mot ion carried,.

<br />7. Paving and sewers in Candelaria Heights - This petition was .signed by
<br />owners of 89% of the total front footage_of the.properties t,?'be assessed,
<br />and it was noted that this area would also require a storm sewer estimated
<br />to cost $8,400. ,Mr. Swanson moved.seconded by Mr. Deverell to approve the
<br />petition f~r paving and s~nitary'sewers~' Motion carried. .

<br />of 84% of the total front footage of the properties to be assessed, and it
<br />was also noted that this installation would require a storm sewer at an esti-
<br />mated cost of $;,500. It was also noted that the petitioners requested per-
