<br /> The Manager stated the Center proposed to build a package sewage treatment piant on

<br /> River could-be built to allow them: to use the:Eugen~ disposal plant. Permission to ,
<br /> use the Eugene plant would not be grantectuntil the'area:of the Center was annexed: .
