<br /> s? <br /> e <br /> 7/27/64 <br /> I <br /> Council Chamber <br /> Eugene, Oregon <br /> July 27, 1964 <br /> . <br /> The adjourned meeting of the Common Council of the City of Eugene, Oregon - ad- <br /> journed from the regular meeting held July 13, 1964 - was called to order at 7:30 p.m. <br /> PDT in the Council Chamber on July 27, 1964 by His Honor Mayor Edwin E. Cone with the <br /> following councilmen present: Mrs. Lauris, Messrs. Swanson, Christensen, Deverell, <br /> Crakes, Hawk, and Purdy. Mr. Chatt was absent. <br /> Minutes of the regular meeting held July 13, 1964, as mailed to members of the <br /> Council, were approved. <br /> e . <br /> NEW .BUSINESS <br /> 1 Councilman Hawk, chairman of the Mayor's Downtown Study Committee, presented a <br /> report from the Committee, stating the Committee had had expert references of guest <br /> speakers, planners, architects, and assistance from many sources along with good co- <br /> operation of downtown merchants. He stated that under the home rule provision, it <br /> I is possible for the City Council to initiate a Charter amendment for the issuance <br /> and sale of revenue bonds to finance an .assessment district for off-street parking <br /> and downtown improvements. He .also announced a meeting which .is to be held Wednesday <br /> morning, July 29, 1964, with downtown pLoperty owners at which Mr. E. A. Barton, <br /> parking consultant, would speak. Mr. Hawk then introduced Mr. Frank Shearer, vice <br /> chairman of the Committee, who stated that off-street parking is only one step in re- <br /> vitalization of the downtown core area. He remarked that there is some question in <br /> the minds of Committee members as to whether total parking meter revenues within a <br /> proposed district would be pledged to retire revenue bonds if they were approved, <br /> and requested clarification on this point and the Council's assistance in initiating <br /> enabling legislation to form an assessment district. <br /> Mr. Christensen moved seconded by Dr. Purdy to affirm that meter revenues from park- <br /> ing facilities within such a proposed assessment district, after expenses of the <br /> facilities, be pledged to pay for purchase of off-street parking lots and subsequent <br /> structures within the district. Rollcall vote. All councilmen present voting aye, <br /> motion carried. <br /> In response to a query from Councilman Swanson, the City Attorney explained that a <br /> Charter amendment would be necessary in order to sell revenue bonds to finance such <br /> improvements. <br /> Mrs. Lauris requested that the Downtown Study Committee also consider bus transporta- <br /> tion in connection with the downtown improvements in Eugene. <br /> I 2 Councilman Hawk brought up the subject of a second open house for the new City <br /> Hall for those people who were unable to attend the dedication and open house on <br /> June 27, 1964. The Council set the afternoon of Saturday, August 15, 1964, as the <br /> date for the second open house. <br /> 3 Purchase .52 acres Jessen Drive and West Irwin Way. Quackenbush - The Public Works <br /> Department recommended the purchase of .52 acres north of Jessen Drive near West <br /> e Irwin Way from Arthur R. and Helen N. Quackenbush for $300 for location of a pump- <br /> ing station for the Bethel-Danebo sewer system. <br /> Mrs. Lauris moved seconded by Mr. Crakes to approve the recommendation and purchase <br /> the land for $300. Rollcall vote.
