Planning Commission Report - July 13, 1964 <br /> a. Grade Separation, Pedestrian-Automobile (30th Avenue) - A report from <br /> the Planning Director on policy regarding overpasses was distributed <br /> to members of the Council for future study. The Planning Comm~ssion <br /> had recommended construction of an overpass over 30th Avenue in the <br /> vicinity of Potter Street, and that the general policy be adopted to <br /> construct overpasses ov~r arterials only when the speed and flow of <br /> traffic impede.pedestrian crossing. The report was received and <br /> placed on file. <br /> e Mrs. Lauris moved seconded by Mr. Swanson that Item 3a of,the Committee report be re- <br /> ceived and placed on file. Motion carried. <br /> 2 4. Planning Commission Report - July 20, 1964 <br /> a. East/west arterial along Amazon Creek from 15th and Jefferson to 11th - <br /> At a joint meeting of the Planning Commission and City Council, the <br /> I flanning Director had presented a drawing showing a proposed limited <br /> access street paralleling Amazon Creek from 15th and Jefferson west <br /> to 11th Avenue. The Director of Public Works commented that such an <br /> arterial would be expected to relieve traffic on 6th, 7th, 11th, 13th, <br /> and 18th Avenues. Mr. DeNorval Unthank questioned. whether the pro- <br /> posed location w~s proper for a limited access street. The Planning <br /> Commission had recomme~ded that funds now budgeted be used to im- <br /> mediately start acquisition of right-of-way for such an east/west <br /> arterial. Dr. Purdy moved seconded by Mr. Chatt t9 approve the recom- <br /> mendation and that the staff bring back priority recommendations on <br /> right-of-way acquisition. Motion defeated, 5-3. <br /> A letter was read from the Local Affairs.Committee of the Southwestern Oregon Chapter <br /> of the American Institute of Architects which offered services in an advisory capacity <br /> on the planning and development for the future vitality and growth of the City. <br /> Mrs. Lauris moved seconded by Mr. Swanson that the Cou~cil favor the principle of the <br /> proposed east/west arterial, accept the aid offered from the Architects, and recom- <br /> mend that the staff bring back priority recommendations on right-of-way acquisition. <br /> Motion carried. <br /> Mr. Otto Poticha, local architect, suggested that a strip park be planned along this <br /> arterial or possibly a bicycle route, and Mayor Cone stated tDat he would like to <br /> see a bicycle path along with this arterial. <br /> I 3 5. Dedication Broadway between Almaden and Fillmore - A petition bea~ing <br /> signatures of approximatay 30 people living in the vicinity of Fill- <br /> more and Almaden requested dedication of a portion of.9th Avenue be- <br /> tween Almaden and Fillmore for a public right-of-way. Several of the <br /> residents were present at the meeting and obje~ted to the City's plac- <br /> ing barricades which limited the access to and egress from certain <br /> properties in this area. After considerable discussion by the Council, <br /> e Mr. Deverell moved ~econded by Mr. Chatt to refer the item to the staff <br /> for a recommendation. Motion carried." <br /> There was considerable discussion on this item, and Mr. Ames,.a resident of the area, <br /> asked who owned the strip of land in question which is now being used for a road. <br /> Mrs. Lauris answered that the land is City-owned but it had not been dedicated for <br /> street purposes. In answer to the question if the Council had authorized.closure <br /> of the roadway, the Assistant City Manager explained that some residents in the area <br /> had complained about the dust and rocks so that barricades were placed by the.City <br /> to stop through traffic. Several residents stated they would like the street to <br /> remain closed. <br /> Mrs. Lauris moved seconded by Mr. Christensen to approve Item 5 of the Committee re- <br /> port and refer the matter to the staff for a recommendation.
