Ib was recommended to delay work on the extension of Pearl Street" <br />until a decision is made on the request for dismissal. The Public Works' <br />Direc~or- ,commented that even if the work is started now, there is in- <br />sufficient time this construction season for its completion. <br /> <br />Mr. Chatt moved seconded by Mr. Swanson that Items 1, 2, 3 be approved and placed on <br />file. Motion car-ried. . <br /> <br />1 4. Downtown .Study Committee - Councilman Hawk, chairman of the Mayor's Down- <br />town Study Committee, stated the Committee had met :with downtown pr~perty <br />owners .at. which time petitions were presented signed by owners of prop- _ <br />erty repr-esenting approximately 20% of the assessed valuation in the .., <br />downtown core area proposed for an assessment district. The petitions <br />requested the Council to present a Charter amendment to the voters for <br />the issuance and sale of reven~e bonds to finance off-street parking: <br />facilities and to assess properties in the proppsed district on an annual <br />basis for any expense in excess of revenue from meters on the parking <br />facilities. Mr. Hawk also said Mr. Ted Weiner of San'Francisco is in- I <br />terested in developing parking structures in this area. Mr. ~Ha\vk recom- <br />meIH.1ed a .closer look at on-street parking with the' possibility :of remov- <br />ing some. parking now and also raisirig parking rates: <br /> <br />The Dow-nt-own :Study ~ommittee recommended assessment for costs of down- <br />town impr.ovements and acqu'iring off-street parking l~ts on :the basis. of <br />assessed -valuation within orie large dis.trict rather tharf on the basis <br />of proximity of property to parking lots which creates small :overlapping <br />districts. <br /> <br />The Planning nirector stated that there is a strong feeling generally <br />that costs of off-street park{ng and the downtown mall should be com- ' <br />bined. T-he Traffic Engineer stated he felt that with widening of streets <br />and less -on-s:treet parking, traffic around a mali could be worked out -- <br />satisfacborilywithin the downtown area. <br /> <br />Dr. Purdy moved seconded by Mr. Chatt that the Council approve the'idea .. <br />of one as.sessment for downtown improvements and off-street parking based <br />on assessed value of properties within on e large district. Motion <br />carried. - ' <br /> <br />Mr. Chatt moved seconded by Mr. Swanson:to approve Item 4 of the Committee report. . <br />Rollcall vote.' Dedication Broadway (9th) from Almaden to Fillmore - The Public Works I <br />Department reported several alternatives which could be followed regard- <br />ing the roadway west from Almaden at Broadway: (1) Permit use of the <br />17.45' strip of land to continue in its present: condition; (2) Apply a:' <br />dust settling oil at an estimated cost of $50 which would be an annual <br />project; or apply minimum surfacing of asphaltic concrete at an esti- <br />matedcost of $500", with no improvement of drainage:, to be maintained <br />by the City; "(3) Acquire necessary :right-of-way :at an estimated cost _ <br />of $8,000" dedicate and :imp'rove Broadway between Almaden 'and Fillmore .., <br />to City specifications; or (4) construct a cul-de-sac at the north end <br />of the present Fillmore Street at an 'es'timat'ed cost :of ?_1~00._ The Pul?l'ic <br />Wgrks Department :recommended' acquiring' right-of-way and improv~ment. to <br />City specifications,: diverting funds from the crosstown street program <br />or from:the generaI fund of next year's budget, ~ith paving costs to be <br />assessed against abutting properties. Since the project could not be <br />done until next year, a tempor.ary dust settl ing oil would have to .be <br />applied or. the barric.ades 'kept in 'place. The :Public Works Department '. <br />also recommended ag'ainst dedicat ing the f7. 45' strip for road purposes <br />if it is intended :to .follow this plan for; openi~g Broadway, and that no <br />consideration should be given to .opening. the street between Fillmore <br />arid Chambers: at this time'. <br /> <br />, .'-. <br /> <br />Mi.' Christensen moved seconded by Mr'.Crakes that t:he :City purchase right- <br />of-way and pave Broadway from Almaden to Chambers. I <br /> <br />Mis. Ray Byers, :a resident of the area, stated'that traffic in the <br />area.is al-ready prohibitive arid heavy:trucks are using smaller streets, <br /> <br />8/10/64 - 7 <br /> <br /> <br />.e <br />~ <br />
