The <br /> Traffic Engineer stated many accidents occur on the smaller streets <br /> not intended for heavy traffic. Mr. Christensen withdrew his motion. <br /> Dr. Purdy moved seconded by Mr. Crakes that the City remove the barri- <br /> cades and apply a dust settling oil to the present roadway leading <br /> west from Almaden and proceed to acquire right-of-way to allow opening <br /> and improving Broadway from Almaden to Fillmore at an approximate cost <br /> of $8000. Motion carried, Mr. Swanson abstaining. <br /> During the discussion which followed a motion by Mr. Chatt seconded by Mr; Hawk to ap- <br /> prove Item 5 of the Committee report, Mr. Ames of 940 Fillmore stated he would like to <br /> e see the right-of-way improved. Councilman Hawk moved to plan improvement for next <br /> year and to complete the street all the way. The motion was not seconded. <br /> A vote was then taken on the original motion to approve the Committee recommendation. <br /> Rollcall vote. Motion defeated, Mr. Chatt voting yes, Messrs. Christensen, Deverell, <br /> Crakes, Hawk, and Purdy voting no, and Mr. Swanson abstaining. <br /> I After some further discussion, Mr. Deverell moved seconded by Mr. Chatt to open the <br /> street as far as possible at this time, apply temporary oil, remove barricades, and <br /> include an item in next year's budget for full-width paving of the entire right-of- <br /> way. <br /> Mr. Christensen moved seconded by Mr. Crakes to amend the motion to open and pave <br /> Broadway all the way from Almaden Street to Chambers Street. Motion carried. <br /> A rollcall vote taken on the original motion as amended carried, Messrs. Chatt, <br /> ~ <br /> Christensen, Deverell, Crakes, and Hawk voting yes; Dr. Purdy voting no; and Mr. Swan- <br /> son abstaining. <br /> 1 6. Planning Commission Report - July 20, 1964 (Contd) <br /> a. Widening 6th and 7th Avenues - Mr. Ray Rexius was present and re- <br /> quested widening of 6th and 7th Avenues, st~ting that heavy trucks <br /> will use any smaller street if through street traffic is crowded. <br /> The Planning Commission had recommended that the City approach the <br /> State Highway Commission with a plan for widening 6th Avenue from <br /> High Street to Blair Boulevard, and 7th Avenue from Oak Street to <br /> Blair Boulevard to allow four travel lanes and one parking lane. <br /> Mr. Crakes moved seconded by Mr. Christensen fuat parking be re- <br /> moved from ~th and 7th Avenues between Garfield Street and High <br /> Street. <br /> I Otto Poticha, local architect, suggested that parking should be re- <br /> moved from one side, or both, of existing arterials before money' is <br /> spent for widening in order to get maximum use from .present streets. <br /> Another local architect, Mr. Endicott, concurred in this suggestion. <br /> The Public Works Director stated that this item had been brought to <br /> the .Council by the City Manager and staff in order to get recommenda- <br /> tions for widening 6th and 7th Avenues so that the City could request <br /> e the State Highway participation in the cost, and that Council qproval <br /> is needed on plans to widen arterial streets. It was recommended <br /> that the Council follow the e~isting engineering study since remov- <br /> ing parking from the existing streets to allow three lanes of moving <br /> traffic would result in sub-marginal facilities. <br /> Dr. Purdy moved seconded by Mr. Deverell to table the item. Motion <br /> defeated, 5-l. <br /> A vote was taken on the original motion to remove parking, and the <br /> motion was defeated, 4-2, <br /> . <br /> Mr. Chatt moved seconded by Mr. Swanson to approve widening 6th and <br /> 7th Avenues to 52 feet and request the State Highway Commission to <br /> participate in th~ cost on a 75%-25% basis.
