Motion <br /> carried. <br /> e COMMITTEE REPORTS <br /> Committee meeting held August 20, 1964: <br /> "Present: Mayor Cone; Councilmen Lauris, Chatt, Swanson, Christensen, <br /> Deverell, Crakes, Hawk, and Purdy; City Manager; Assistant <br /> City Manager; City Attorney; City Recorder; Director of Pub- <br /> I lic Works; and others. <br /> 2 1. Fluoridation of Water Supply - The City Manager read a letter addressed <br /> to Mayor Cone from Dr. Robert Cougill, president of the Lane County Dis- <br /> trict Dental Society, requesting that the Mayor and Council place a meas- <br /> ure on the November 3, 1964 ballot which would authorize the Eugene Water <br /> & Electric Board to add fluorides to the City's water supply. Mr. Swanson <br /> moved seconded by Mr. Crakes to authorize placing such a measure on the <br /> November 3, 1964 ballot for the City of Eugene. Motion carried, Mr. <br /> Christensen voting no. <br /> Dr. Purdy moved seconded by Mr. Crakes to approve Item 1 of the Committee report. <br /> Several people present protested that they did not wish to see the fluorides added to <br /> the water, that the people of Eugene had twice turned down the proposal. Several <br /> people also spoke in favor of the addition of fluorides, including Mr. B. 1. Claska <br /> and Dr. Brinton. The City Manager a~so read a letter from the Eugene Water & Electric <br /> Board which stated that the Board had voted in favor of adding fluorides to the water <br /> and that the approximate cost per person per year would be $.13. <br /> A vote was taken on the motion, and the motion carried, Mrs. Lauris and Mr. Christen- <br /> sen voting no. <br /> 3 The City Manager asked the Council .if they would be in favor of issuing a voters <br /> I pamphlet listing the ballot measures for the November 3, 1964 election, stating that <br /> the approximate cost for printing and mailing would be $1500. <br /> Mrs. Lauris moved seconded by Mr. Chatt to authorize publication and mailing of a <br /> voters pamphlet for the November 3, 1964 election. Rollcall vote. All councilmen <br /> present voting aye, motion carried. <br /> 4 2. Millrace - Mrs. Lauris brought up the question of improving and clean- <br /> e ing the millrace so that the area along the banks could be improved <br /> and a pathway provided for pedestrians and/or bicycles. Also, that <br /> certain areas on the banks of the millrace be provided for th~ use of <br /> tourists and others who wish to use them for relaxation. Mrs. Lauris <br /> then moved, seconded by Dr. Purdy that the staff make a cost estimate <br /> of the amount required to make these improvements and to acquire any <br /> necessary easements to assure public use of the area along the millrace <br /> banks. Motion carried, Mr. Swanson voting no, <br /> Architect Otto Poticha stated that the architectural group would be <br /> happy to work with the Council on this matter and would bring back to <br /> the Council for discussion their previous plan for improvement of the <br /> millrace area. <br /> Mrs. Lauris moved seconded by Mr. Chatt to approve Item 2 of the Committee report. <br /> Motion carried. <br /> I 5 3. 6th and 7th Avenues - As the first phase of a plan to solve the traffic <br /> problem on 6th and 7th Avenues, the City Manager recommended that 6th <br /> and 7th Avenues be widened to 52 feet from High to Lincoln Streets, and <br /> that'curb parking be removed from 6th and 7th Avenues from Lincoln Street <br /> westward.
