<br /> were very much interested in this quest:ion, the Council vote on' the plan,

<br /> Mr. Swanson moved seconded by Dr. Purdy to appr~ve the proposal as out-
<br /> lined by the City Manager; motion carried, Mr. Christensen and Mr.: Crakes
<br /> voting no.
<br /> On the Mayor', call for di,cu.'ion of the motion, member, of the aud~e Groef!t~1
<br /> including Messrs. Poticha, Coburn, Mather, Peterson, Boetling,--and-Mrs. e
<br /> Lester Reed, and others expressed their opinions as to why they thought
<br /> this plan should not be implemented. Objections were raised to the
<br /> widening of the streets, to removal of any trees, and to the removal of
<br /> parking. Several questions were asked by members of the audience 'and
<br /> were: answered by the City Mahager' and Traffic Engineer'. Mrs. Veola Wil-
<br /> mot suggested that perhaps parking could:be removed from these two
<br /> , r
<br /> streets for a: period of six months or more: during which time'?~study I
<br /> could be made to see if thi& would help the tr~ffic movement. Mr.Archie
<br /> Weinstein stated he is in favor of the proposed plan and answered a
<br /> question from another member of:the audience concerning the use of a
<br /> proposed assessment district in:the affirmative; that he had talked ~o
<br /> several people who seemed to be in favor:of this ,method of improving:
<br /> the parking: situation on West 6th and 7th Avenues.
<br /> Mayor Cone then suggested that the matter would again come up for final
<br /> actioI1 at the regular Council meeting on:Monday evening, August 2'4,1964.
<br /> Mrs. Lauris moved seconded by Mr. Chatt to approve the plan proposed by the staff and
<br /> to present it to the Oregon Stabe:Highway Depirtment for their approval and participa-
<br /> tion to the extent of 75% of the cost of widening 6th and 7th Avenues between High
<br /> and Lincoln Streets, and the:removal of certain parking;

<br /> On call for discussion, several people in the audience:again voiced their opinions
<br /> with arguments being given both pro:and con. Mr. Archie Weinstein read a lengthy
<br /> prepared:speech in which he outlined the incidents over a period of several years
<br /> relating to parking in the downtown area and what had happened in the various 'com-
<br /> mLttees which had endeavored to solve the problem. He also recommended that the City
<br /> use:the tOQl which it has .in the way of the Banctoft Bonding Act:to institute park-
<br /> ing districts. .
