Due to the multiplicity of control <br /> and ownership of the Springfield-controlled property, the Council <br /> recommended the staff negotiate a tentative agreement with Springfield <br /> for the exchange of the acreages. Mr. Deverell moved seconded by <br /> Dr. Purdy to approve the proposed exchange of properties with an agree- <br /> ment to be presented at a later meeting. Motion carried. <br /> Mrs. Lauris moved seconded by Mr. Chatt that Items 1 and 2 of the Committee report be <br /> approved. Motion carried. <br />e Committee meeting held September 3, 1964: <br /> "Present: Councilmen Lauris (presiding), Chatt, Swanson, Christensen, Deverell, <br /> Crakes, and Hawk; Assistant City Manager; City Attorney; City Re- <br /> corder; City Engineer; and others. <br /> 1 1. Fluoridation - A letter written by Mr. Howard L. Langston of Cottage <br />I Grove and addressed to Mayor Cone and the City Council was passed <br /> around to members of the Council for their reading. The letter stated <br /> Mr. Langston's personal opinion and opposition to the use of fluorides <br /> in drinking water, and was received and placed on file. <br /> 2 2. Emerald Empire Roundup - The Assistant City Manager read a letter from <br /> the president of the Emerald Empire Roundup Association addressed to the <br /> City Manager Hugh McKinley expressing appreciation for the fine support <br /> and co-operation given them by the City of Eugene. The letter was re- <br /> ceived and placed on file. <br /> 3 3..Workable Program - A letter was read from Mr. Selwyn A. Bingham, Sr. , <br /> Bingham Construction, Inc. , of Portland, requesting that the City Council <br /> make every effort to have Eugene's Workable Program recertified. Bingham <br /> Construction had secured a loan commitment through the FHA and are con- <br /> cerned that the loan credit will be withdrawn since it is conditioned <br /> upon the operation of the Workable Program. In discussion by the Council, <br /> clarification was requested of procedures with regard to housing in- <br /> spection under the Housing Code. A report will be given on inspection <br /> procedure at a later meeting. <br /> 4 4. Retaining Wall on Orchard between 15th and Franklin Boulevard, Lew Wil- <br /> liams Chevrolet - The Assistant City Manager presented a drawing submitted <br /> by Balzhiser, Seder & Rhodes, architects for Lew Williams, which showed a <br />I new layout for a proposed retaining wall and planters for a parking lot <br /> on Orchard between 15th and Franklin Boulevard. In the discussion which <br /> followed, it was understood that Lew Williams Chevrolet Company had been <br /> granted certain concessions with regard to use of a certain portion of <br /> the street right-of-way abutting the company's property. Mr. Hawk moved <br /> seconded by Mr. Crakes that the staff review these previous commitments <br /> and ask Lew Williams Chevrolet to submit plans showing the proposed de- <br /> velopment of their entire ownership, including the northeast corner of <br />e 15th and Walnut, and to bring a recommendation back to the Council. Motion <br /> carried. <br /> Mrs. Lauris moved seconded by Mr. Chatt to approve Items 1, 2, 3, and 4 of the Commit- <br /> tee report. Motion carried. <br /> 5 5. Curb Sidewalk, 35th Avenue side of 3497 Kincaid, Onsrud - Mr. Jan Onsrud <br /> of 3497 Kincaid Street requested permission to construct a driveway <br /> which would allow for a sidewalk located at the curb on 35th Avenue at <br /> Kincaid. Since all members of the Council were not familiar with the <br /> location and the problem, Mr. Deverell moved ~econded by Mr. Chatt to <br /> hold over until all Council members could view the property. Motion <br /> carried. <br /> Mrs. Lauris moved seconded by Mr. Chatt to approve the sidewalk location at the curb. <br />I On call for discussion, Dr. Purdy moved seconded by Mr. Chatt to hold this item over <br /> for tour on next Committee meeting.
