Due to the multiplicity of control and ownership of the Springfield-controlled property, the Council recommended the staff negotiate a tentative agreement with Springfield for the exchange of the acreages. Mr. Deverell moved seconded by Dr. Purdy to approve the proposed exchange of properties with an agree- ment to be presented at a later meeting. Motion carried. Mrs. Lauris moved seconded by Mr. Chatt that Items 1 and 2 of the Committee report be approved. Motion carried. e Committee meeting held September 3, 1964: "Present: Councilmen Lauris (presiding), Chatt, Swanson, Christensen, Deverell, Crakes, and Hawk; Assistant City Manager; City Attorney; City Re- corder; City Engineer; and others. 1 1. Fluoridation - A letter written by Mr. Howard L. Langston of Cottage I Grove and addressed to Mayor Cone and the City Council was passed around to members of the Council for their reading. The letter stated Mr. Langston's personal opinion and opposition to the use of fluorides in drinking water, and was received and placed on file. 2 2. Emerald Empire Roundup - The Assistant City Manager read a letter from the president of the Emerald Empire Roundup Association addressed to the City Manager Hugh McKinley expressing appreciation for the fine support and co-operation given them by the City of Eugene. The letter was re- ceived and placed on file. 3 3..Workable Program - A letter was read from Mr. Selwyn A. Bingham, Sr. , Bingham Construction, Inc. , of Portland, requesting that the City Council make every effort to have Eugene's Workable Program recertified. Bingham Construction had secured a loan commitment through the FHA and are con- cerned that the loan credit will be withdrawn since it is conditioned upon the operation of the Workable Program. In discussion by the Council, clarification was requested of procedures with regard to housing in- spection under the Housing Code. A report will be given on inspection procedure at a later meeting. 4 4. Retaining Wall on Orchard between 15th and Franklin Boulevard, Lew Wil- liams Chevrolet - The Assistant City Manager presented a drawing submitted by Balzhiser, Seder & Rhodes, architects for Lew Williams, which showed a I new layout for a proposed retaining wall and planters for a parking lot on Orchard between 15th and Franklin Boulevard. In the discussion which followed, it was understood that Lew Williams Chevrolet Company had been granted certain concessions with regard to use of a certain portion of the street right-of-way abutting the company's property. Mr. Hawk moved seconded by Mr. Crakes that the staff review these previous commitments and ask Lew Williams Chevrolet to submit plans showing the proposed de- velopment of their entire ownership, including the northeast corner of e 15th and Walnut, and to bring a recommendation back to the Council. Motion carried. Mrs. Lauris moved seconded by Mr. Chatt to approve Items 1, 2, 3, and 4 of the Commit- tee report. Motion carried. 5 5. Curb Sidewalk, 35th Avenue side of 3497 Kincaid, Onsrud - Mr. Jan Onsrud of 3497 Kincaid Street requested permission to construct a driveway which would allow for a sidewalk located at the curb on 35th Avenue at Kincaid. Since all members of the Council were not familiar with the location and the problem, Mr. Deverell moved ~econded by Mr. Chatt to hold over until all Council members could view the property. Motion carried. Mrs. Lauris moved seconded by Mr. Chatt to approve the sidewalk location at the curb.
