<br />The adjourned'meeting of the Common Council: of the City of Eugene, Oregon - adjourned
<br />from the meeting held September 14, 1964 - was called to order at: 7:30 p.m.: PDT on
<br />September 28, 1964 by Council President Catherine Lauris with other members of the
<br />Council present as follows: Messrs. Chatt, Swanson, Christensen, Deverell, Crakes,
<br />Hawk, and Purdy. Mayor Cone arrived later in the meeting. .
<br />
<br />The invocation was given by Rev. Earl Cooper, Willagillespie Baptist,Church.
<br />
<br />The minutes of the meeting held on September 14, 1964, as mailed to members of ~
<br />the' Council, were approved. . ~

<br />NEW BUSINESS
<br />
<br />1 The application for Class "B" Dispensers liquor license submitted by Southern
<br />Lounge of Oregon~ Inc., dba Holiday Inn Restaurant, Interstate 105 andCoburg Road,
<br />on September 14, 1964, as approved by. the Police Department, and tabled was: brought I
<br />back for consideration.
<br />
<br />Mr~,Chatt moved seconded by Mr. Christensen that the application be approved~. Motion
<br />carried.

<br />Mr. Chatt moved seconded by Mr. Christensen that: the Wild ish Construction Company be
<br />all~wed to withdraw their bid (see Committee" minutes, ,September 24, 1964) and that . ~
<br />the contract be awarded to Salem Sand and Gravel Company on their second low bid ~
<br />price of $1,477,742.50. - .
<br />
<br />The City Attorney had submitted an opinion which stated the contractor would not be
<br />bound since he,had requested permission to withdraw his: bid prior to formalac-
<br />ceptance by the Council. The City Attorney advised the Council: there were ,two ,
<br />courses of action - award the bid to the second low bidder or reject all bids and
<br />call for new ones. The Public Works Director recommended awarding the contract to
<br />Salem Sand and Gravel: Company, as thei,r second lowest: bid was, less :than: the cost .
<br />of the project estimated by the ~n~ineers.

<br />A vote was taken on the motion, rollcall, and motion carried, all councilmen present
<br />voting aye, except Messrs. Swanson and Hawk voting: no:. :: .

<br />Mayor Cone arrived at the meeting, and assumed the Chair.
<br />
<br />Mayor Cone recognized several students from Wilson Junior High and from Jeffer- I
<br />son" Junior High who were present in connection with classes studying" local government. .
