<br />1 7. Library Parking Lot - The Assistant City Manager stated that receipts
<br />from the parking lot south of the Library at 13th and Olive had been
<br />dropping and that the Public Works Department ,recommended removing
<br />thirty.of the meter:s' ,and making those 'spaces available ,on a monthly
<br />rental 'basis. After some, discussion by the CoqncH, Dr. Purdy moved
<br />seconded by Mr. Hawk to approve the 'monthly rental on thiity of the
<br />parking spaces, the rate to be established upon recommendation of the
<br />staff. Mot~on ~~rried, Messrs. ,Chatt, Deverell, and Crakes voting no.

<br />Mrs. Lauris moved seconded .by Mr. Chatt'to approve Item 7 ,of the Committee report.
<br />Motion defeated, Mrs.. Lauris and Mr. Hawk voting yes.; Messrs. Cha'tt, Swanson,

<br />Mr. Swanson moved seconded oy Mr. Crakes to withhold further action for a period of ~
<br />six months. Motion carried unanimously.

<br />2 8. Scooter Parking Zones, University of Oregon - The University of Oregon
<br />requested e~tablishment of motqr ~coot~r parking zones at the west curb
<br />of Emerald Street immediately north of -13th Avenue, at the south curb
<br />of 14th Avenue in the first car pariing space east or Onyx, at the I
<br />north curb :of 1.5th Avenue in the first two parking spaces west of :Agate.,
<br />at the west curb of Moss Street immediately north of 15th Avenue, .and
<br />extend existing 'space at the east curb ,of Kincaid south of 13th Avenue
<br />by' removing two parking meters. The Public Works Department recom-
<br />mended that the request be approved. Mr. Christensen moved seconded
<br />by Mr. Chatt to approve the installation of the requested scooter park-
<br />ing zones. Motion carried. '

<br />3 9'. Parking Restriction 'Walnut 'between Franklin a'nd 15th - The State Depart-
<br />ment of Motor Vehicles requested that the l-hour parking restriction .
<br />op Walnut .south of Fra~klin Boulevard be extended all the way to 15th
<br />Avenue. The Public Works Department recommended that I-hour parking be
<br />esfab1ished on the south half ,of the block on Walnut between Franklin
<br />Boule~ard and 15th Avenue to correspond with the north'one-half of the
<br />block.'Mr: Christ.ense'n moved ,secbnded by' Mr. Chatt to approve the
<br />recommendation. Motion carried.

<br />Rental paid to the City would be $l~ per month per vending machine plus
<br />13% of premiums paid over the counter. Mr. Crake~ moved seconded by
<br />Mr. Christensen to approve the agreement. Motion 'carried. ' .

<br />5 11. Widening Harlow Road - Councilman Robert Deverell suggested that acquisi-
<br />tion of right-of-way to allow widening of Harlow Road should be. actively
<br />considered, with the idea that some compromise could be reached' between
<br />the property owners along the 'l~oad, the County, and the 'City. Mr. Deverefl
<br />moved seconded by Dr. Purdy to refer this 5tem to the staff fora recom-
