<br /> ~ <br /> 16~J <br /> e <br /> 10/26/64 <br /> I <br /> Committee meeting held October 22, 1964: <br /> "Present: Mayor Cone; Councilmen:Lauris, (presiding until Mayor Cone's <br /> arrival) Chatt, Swanson, Christensen, Deverell, Hawk, and <br /> Purdy; City Manager; Administrative Assistant; City Attorney; <br /> City Recorder; Public Works Director; and others. <br /> . <br /> 1 1. Variance from parking requirements. 1070 West 6th. Mohler - The City <br /> Manager read a letter from Mr. Ralph p. Mohler requesting that a <br /> building permit be granted to him based on a s~t of plans submitted <br /> to the Building Department for inspection in August 1964, which plan <br /> e called for a parking space for each of the eleven single dwelling <br /> units and three parking spaces for the commercial unit in the pro- <br /> posed building development. The building permit had been issued at <br /> that time for the construction of the commercial unit, and the first <br /> three of the dwelling units, and for the demolition of existing <br /> 'buildings in the" path of remaining construction. Subsequently, de- <br /> velopment of the balance of the building provides for a total of <br /> 14 parking spaces. The Superintendent of Building Inspection stated <br /> I that the proposed parking layout does not comply with the minimum <br /> d imens ion ; for aisle width and parking stalls as required in the <br /> zoning regulations, the zoning regulations having been revised as <br /> to parking requirements on September 28 of this year. On discus- <br /> sion by the Council, it was suggested that Mr. Mohler camp1et his <br /> set of plans and make application before October 28, 1964 to show <br /> fifteen places for parking, and that the problem be worked out at <br /> a staff level. No action was taken. <br /> 2 2. Purchase Russell Property. 12th and Oak - The City Manager read a <br /> letter from Mr. Stanley Darling, attorney' for Mrs. Myrle L. Russell, <br /> which suggested a revised proposal for the purchase of Mrs. Russell's <br /> property at the northeast corner of 12th and Oak. The' letter stated <br /> that the total purchase price would remain the same ($164,640)) how- <br /> ever, the City would not obtain possession until April 1, 1965, and <br /> the installment payment schedule would not sta~t until April 1, 1966, <br /> with interest only payable in 1966 and 1967, and principal plus' in- <br /> terest payments to begin April 1, 1968 on a semi-annual basis. On <br /> further discussion of the proposal by the Council, Mr. Christensen <br /> moved seconded by Mr. Chatt to arrange for appraisal by three ap- <br /> praisers on the valuation of the land only. <br /> 'On further discussion, Mr. Swanson moved seconded by Dr. Purdy to <br /> amend the motion to have one appraiser only. Motion carried. <br /> I A vote was then taken on the original motion as amended, and motion <br /> as amended carried. <br /> Mr. Chatt moved seconded by Mr. Swanson to approve Items 1-and 2 of the Committee <br /> report. Motion carried. <br /> Mayor Cone arrived at the Committee meeting and assumed the Chair. <br /> e 3 3. Bid Opening. Bethe1-Danebo Pumping Station. October 15. 1964 - Mr. <br /> LaMont Matthews, project engineer for Cornell, Howland, Hayes & <br /> Merryfield, presented a tabulation of the bids submitted for con- <br /> struction of the Bethe1-Danebo sewage pumping station, and a <br /> written evaluation of the bids which recommended awarding the con- <br /> struction contract to Heinkel Mechanical Contractors of Portland, <br /> Oregon on their bid price of $181,084. This included the installa- <br /> tion of Worthington pumps, emergency generating equipment by In- <br /> strument Laboratory, Inc., and a woven wire fence around the area. <br /> On discussion by the Mayor and Council, it was suggested that the <br /> possible use of some used equipment be investigated. No action <br /> was taken. <br /> Mr. Chatt moved seconded by Mr. Swanson that Item 3 of the Committee report be-held <br /> until the next regular meeting of the Council (November 9, 1964). Motion carried. <br /> I <br /> 4 4. Motor Vehicle Noise Ordinance - The City Manager read a proposed <br /> ordinance which would establish maximum measurements for the con- <br /> trol of motor vehicle operating noise, making it unlawful for a <br /> motor vehicle less than 6000 pounds weight to be operated to make <br /> more than 90 decibels of noise at a distance of 20 feet, or a <br /> 10/26/64 - 5 <br /> e <br /> " <br /> II .....IIIIl <br />
