<br /> ~ <br /> 181 <br />e <br /> 11/23/64 <br />I <br /> COMMITTEE REPORTS <br /> Committee meeting held November 19, 1964: <br /> "Present: Councilmen Chatt (presiding until arrival of Mrs. Lauris), Swan- <br /> son, Deverell, Crakes, and Hawk; Councilmen-elect Anderson and <br /> McNutt; City Manager; Assistant City Manager; City Attorney; <br /> Assistant City Attorney; City Recorder; Director of Public Works; <br /> and others. <br /> 1 l. Turn Toward Peace' - Mr. Paul Hoffman of the Oregon Research Institute <br /> introduced Mr. Robert Freeman, regional co-ordinator for Pacific North- <br />e west Region of Turn Toward Peace movement, who spoke concerning the aims <br /> of the Turn Toward Peace movement. Mr. Freeman was in Eugene conducting <br /> a two-day workshop and seeking the co-operation of influential bodies in <br /> the community in backing his organization in the hope that the people <br /> and organizations contacted will give the movement wider publicity. <br /> Mrs. Lauris moved seconded by Mr. Chatt that Item loLthe Committee report be received <br />1 and placed on file. Motion carried. <br /> 2 2. Retaining Wall. Orchard between Franklin and 15th. LewWilliams - Mr. <br /> Alan Seder presented several sketches showing the proposed treatment <br /> of the Lew Williams Chevrolet property with regard to the parking of <br /> Automobiles and installation of sidewalks and planters. After dis- <br /> cussion by the Council, Mr. Deverell moved seconded by Mr. Hawk to <br /> give tentative approval to the general plan with the exception of the <br /> Walnut Street side, and pending a legal opinion' from the City Attorney. <br /> Motion carried. <br /> The City Attorney explained that an agreement would be drawn between Lew Williams <br /> Chevrolet and the City of Eugene providing for removal of the retaining wall at no <br /> expense to the City should the City Council so request. <br /> Mrs. Lauris moved seconded by Mr. Chatt that Item 2 of the Committee report be approved <br /> and the agreement authorized. Motion carried. <br /> 3 3. Off-Street Parking. 12th and Oak. Nash - The City Manager stated that <br /> Mr. Nash, who owns property rorth of the Russell property at 12th and <br /> Oak, may be interested in selling this block of property to the City <br /> for off-street parking purposes. Mr. Hawk indicated that the property <br /> would be ver usable for off-street parking purposes, and that the Down- <br /> town Study Committee is aware of this. On discussion by the Council, <br />I Mr. Hawk moved seconded by Mr. Crakes that the staff investigate con- <br /> cerning possible purchase price and make a recommendation to the <br /> Council. Motion carried. <br /> 4 4. Trailer Park Ordinance - Copies of a proposed ordinance to regulate <br /> trailers and mobile homes had been distributed to members of the Council. <br /> No action was taken; the ordinance was held for further study. <br />e Mrs. Lauris moved seconded by Mr. Chatt that Items 3 and 4 of the Committee report be <br /> received and filed. Motion carried. <br /> 5 5. Rental of City-owned property between Pearl and High. 18th and 19th. <br /> Malone - Mr. Jack Malone of Jack Malone Insurance Agency offered to <br /> lease from the City for $85 per year the north 50 feet of Lot 15, <br /> Block 2 (west of High between 18th and 19th) "for employe parking for <br /> his firm. He also agreed to pay any increase in taxes which may <br /> occur over and above the $85. Mr. Swanson moved seconded by Mr. Hawk <br /> to approve entering into a lease agreement with Mr. Malone based on <br /> a 6-months cancellation notice. Motion carried. <br /> Mrs. Lauris moved seconded by Mr. Chatt to approve Item 5 of the Committee report. <br /> Rollcall vote. All councilmen present voting aye, motion carried. <br /> 6 6. Sale of Citv property. Pearl at Amazon Ditch - Mr. Jim Weaver offered <br />I to purchase for $1000 from the City a small piece of property on <br /> Pearl Street adjacent to the Amazon Ditch. Discussion by the Council <br /> followed concerning square feet involved and price per square foot. <br /> Mr. Swanson movea seconded by Mr. Crakes that the item be held over <br /> so that Council members may view the property.
