Highland Oaks 3rd <br />Addition (Gleaves-Pallett) - The Planning Commission recommended ap- <br />proval of the vacation of the utility easement between Lots 4 and 5, <br />Block 5, Highland Oaks 3rd Addition. Mrs. Lauris moved seconded by <br />Mr. Chatt to approve the vacation and call a public hearing. Motion <br />. carried. <br /> <br />2 <br /> <br />c. Vacation of alley south of 13th Avenue between Moss and Columbia <br />(Williams Bakery) - The Planning Commission recommended approval of <br />the vacation of this alley, providing utility easement privileges <br />are retained. Mrs. Lauris moved seconded by Mr. McNutt to approve <br />the recommendation. Motion carried. <br /> <br />e <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris to approve Items 6b and 6 c of the Committee <br />report. Motion carried. <br /> <br />3 <br /> <br />7. Parking District Report - The City Manager stated that the gathering of <br />data to be used in setting up the parking assessment district would re- <br />quire additional personnel and money not now provided in the budget. <br />An estimated $3000 would be needed for salaries and $3000 for appraisals. <br />After Council discussion, Mr. Chatt moved seconded by Mr. Hawk to approve <br />an expenditure up to $6000 for the cost of the off-street parking assess- <br />ment district study. Motion carried. <br /> <br />I <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris to approve Item 7 of the Committee report. <br />Rollcall vote. Liquor License Applications - Mr. Chatt moved seconded by Mr. Crakes to ap- <br />prove the following applications for liquor licenses, as approved by the <br />Police Department, and motion carried: <br /> <br />Package Store Class B - Merle's Market, 1811 West 11th (Renewal) <br />German Smoked Meats, 2655 Wi11amette (Greater <br />Privilege - Renewal) - Frank Cerkoney <br /> <br />Package Store Class B ) <br />German Smoked Meats, 2655 Wil1amette <br />Retail Malt Beverage Class B) - (Greater Privilege) - Frank Cerkoney <br />Restaurant (A) ) and Walter Hafdahl <br /> <br />I <br /> <br />Also presented was the application for a new liquor license by Bernard <br />E. and Rena A. Tetz1er at 11th and Grant - Retail Malt Beverage Class A. <br />Dr. Purdy moved seconded by Mr. Anderson to table the application for <br />further consideration (submitted without recommendation for approval <br />from the Police Department). Motion carried. <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris to approve applications of Merle's Market and <br />German Smoked Meats, and to table until the. Committee meeting of January 21, 1965 the <br />application of Bernard E. and Rena A. Tetzler when the City Attorney would make a re- <br />port on the investigation of information held in his office. Motion carried. <br /> <br />5 <br /> <br />9. Motor Vehicle Storage in Streets - A draft of a proposed ordinance was <br />submitted which would prohibit the storage of a motor behicle or trailer <br />of any: kind on a city street for a period of 48 hours without its being <br />moved. Also, the ordinance would prohibit the disassembling or repair- <br />ing of any motor vehicle on the street. On discussion by the Council, <br />it was recommended that a section be included which would prohibit the <br />parking of portable campers used on pickups on blocks or jacks on the <br />street. Mr. Chatt moved seconded by Mr. Hawk to approve presentation <br />of the ordinance at a regular Council meeting. Motion carried. <br /> <br />e <br /> <br />Mr. Chatt moved seconded by Mr.Crakes to approve Item 9 of the Committee report. Mo- <br />tion carried. <br /> <br />6 <br /> <br />10. Purchase City Property. 1858 High (Roberts) - Mr. Russell Roberts re- <br />quested that he be allowed to purchase approximately 10 feet of City- <br />owned property at the rear of Lot 18, Block 2, Teshners Addition, upon <br />which a building he owns encroaches. The Public Works Department recom- <br />mended selling Mr. Roberts a 5x50' strip at $1.34 per square foot. Mr. <br />.Chatt moved seconded by Mr. Hawk to approve the sale subject to a re- <br />capture clause at the same price being included in the purchase agree- <br />ment. Motion carried. <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris to approve Item 10 of the Committee report. <br />Rollcall vote.
