Motion carried. <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris to approve Item lf of the Committee report. <br /> <br />e <br /> <br />Mr. Gordon Cottrell, representing his client, Mr. Rust, stated they would like to pre- <br />sent some additional information on the project, however his client was not able to be <br />present at this meeting. After some further discussion, Mrs. Lauris moved seconded by <br />Mr. Chatt to table this item for two weeks. Motion carried. <br /> <br />1 <br /> <br />g. Rezoning NW corner Coburg and Willakenzie to C-3P (Olson)(65-006) - <br />The Planning Commission had recommended denial of Mr. Olson's request <br />to rezone an area on the northwest corner of Coburg and Willakenzie <br />from RA Outer Residential to C-3P Commercial, which would allow a <br />Dairy Queen ice cream store on the south half of his property with <br />continuation of the miniature golf course on the north half. Present- <br />ing the case for the owner, Mr. Olson, and the operator, Mr. Adams, <br />was Mr. Hershner who also submitted copies of two petitions containing <br />names of residents of the immediate area who were in favor of the con- <br />struction and operationof the Dairy Queen store at the proposed loca- <br />tion. Mr. Adams stated that it was necessary for him to expand his <br />business in such a way so as to have an income during the entire year <br />and that a business of this type would be very much in line with the <br />operation of the miniature golf course. After discussion by the <br />Council, Mr. Anderson moved seconded by Mr. Crakes'to grant a Variance <br />allowing the ice cream store. Motion carried, Dr. Purdy voting no. . <br />(The item will be referred to a joint meeting of the Planning Commis- <br />sion and Council for further discussion.) <br /> <br />I <br /> <br />Mr. Chatt moved seconded by Mr. Crakes to approve Item 19 of the Committee report. Rezoning area on west side of Madison between 25th and 26th to R-3G <br />(Jensen)(65-002) - The Planning Commission had recommended denial of <br />a request by Mr. Jensen to rezone from R-l Single Family Residential <br />to R-3G Garden Apartment an area on the west side of Madison Street <br />between 25th and 26th. Mr. Crakes moved seconded by Mr. Lassen to <br />deny the request. Motion carried. <br /> <br />I <br /> <br />Mr. Chatt moved seconded by Mr. Crakes to approve Item lh of.the Committee report. <br /> <br />Upon further discussion by the Council, Mr. Chatt moved seconded by Mrs. Lauris to table <br />this item for two weeks. Motion carried. ' <br /> <br />3 <br /> <br />2" Ordinance. Licensin g Buildings Wreckers - The City Manager stated inquiries <br />had been sent to a number of firms and individuals engaged in the business <br />of wrecking buildings in the general area and in Salem and Springfield, ask- <br />ing for their comments as to the need for a city ordinance licensing those <br />people engaged in the business of wrecking buildings. In attendance at the <br />committee meeting and speaking in favor of the establishment of such an <br />ordinance were Mr. Harold Dean of Dean Construction Company, Springfield; <br />Mr. Virgil Weatherly, Eugene; Mr. E. S. Ritter, Salem; Mr. Les Hardy repre~ <br />senting the Eugene Building Contractors Association; and Mr. Slayton of <br />Eugene Building Wreckers~ After hearing comments by these men, Mr.Crakes <br />moved seconded by Mr. Anderson to have the staff prepare such a'licensing <br />ordinance to be presented to the firms engaged in this business and to be <br />discussed by the City Council. Bailey Hill Annexation - Mr. Gene Maier stated he had been asked to speak <br />for a group of residents in the Bailey Hill-Acorn Park area who are in favor <br />of having their properties annexed to the city of Eugene; He pointed out on <br />a map the general area of the proposed annexation, stating that their com- <br />mittee had sent out approximately 284 questionnaires, and 185 of these had <br />been returned, with a majority of those returned favoring annexation.
