<br />Adjourned meeting of the Common Council of the city of Eugene, Oregon - adjourned
<br />from the regular meeting held February 8, 1965 - was called to order at 7:30 p.m. in
<br />the Council Chamber on February 24, 1965 by His Honor Mayor Edwin E. Cone with the
<br />following councilmen present: Mr. Chatt,'Mrs. Lauris~ Messrs. Crakes, Hawk, Purdy,

<br />NEW BUSINESS
<br />
<br />The City Manager announced that Councilman. Crakes will attend the National Legis-
<br />lative Conference in Washington, D. C., March~'3b-Apri1.'1, 1965. .Also,tha~ Mayor
<br />Willard Marshall o~ Salem will attend the same confere~ce.
<br />
<br />Street Tree Program. Jaycees - H. B.-~awkin~ and: Dick Sod~rberg of the Eugene
<br />Jaycees by means of drawings and colored slides presented a tree planting program
<br />which would extend over a number of years, beginning in the business'area of the City
<br />and gradually working outward from the core area. The Jaycees propose to'plant a num-
<br />ber of trees each year according to an organIzed plan. Mayor Cone commended the'Jay~
<br />cees for their proposal, and several members of the Council also voiced their approval,
<br />of the program. -. -. ' .

<br />The City M~nager announced that a hearing would be held at the Capitol at 1:00 p.m.
<br />on February 25, 1965 on S.B.142, which provides that all public wor~s improvements over,.
<br />$1500 shall be constructed by private contractors.

<br />1. Handbill Ordinance - The-City Attorney briefed the Council members on
<br />the regulations. in: the active, Eugene handbill: ordinance., Mr. Uggen
<br />then spoke, stating that he and his partner, Mr. Husing, proposed to
<br />enter the handbill: and leaflet distribution: field .in Eugene.' H~:also
<br />suggested that the current Eugene ordinance should be revised to allow
<br />tw~ o~ more firms ~o be licens~d and bonde~ t~ distribute advertising
<br />matter, leaflets, handbills, and' circulars'within the City on a door-
<br />to:door, basis. Mr. Uggen suggested th~t this would allo~ better co~-
<br />trol of delivery, keep handbills:an~ le~fl~ts fro~ clu~teri~g the
<br />streets, woul~ make: one or more individuals responsible for legal dis-
<br />tribution, and allow distribution at less cost than by U,S. mail.. Mr.
<br />Uggen also suggested that people not,wtshing ~o have handbills and leaf-
<br />lets delivered to their residences list their' names with'the police de-
<br />partment,'and thi$ list would be scruttnize~ before each: delivery. .
