<br />~ <br />243 <br /> <br />e <br /> <br />2/24/65 <br /> <br />I <br /> <br />After several comments by Council members and the police chief, the <br />item was referred to the Wednesday, February 24, 1965, Council meet- <br />ing. <br /> <br />Mayor Cone called for further information to be presented for the proposed amendment <br />to the handbill ordinance, and Mr. Uggen again stated their position and belief with <br />regard to this proposed ordinance. <br /> <br />Mr. Crakes moved seconded by Mr. Chatt to give the proposed ordinance a trial and ask <br />the City Attorney to prepare a sample ordinance to be presented to the Council for ap- <br />proval or rejection. Motion carried, Messrs. Hawk and Purdy voting no. <br /> <br />e <br /> <br />1 <br /> <br />2. Progress Report, Swimming Pool and Community Buildings - The Parks <br />and Recreation Director briefed the new Cpunci1 members concerning <br />the swimming pool and community buildings program and the develop- <br />ment of the program thus far. Mr. Don Lutes, architect, described <br />layouts and types of structures proposed for tae Westmoreland, <br />Amazon, and Sheldon High areas. A brochure'was presented outlining <br />the size, type of materials, type of facility, and estimated cost of <br />each segment of the program. Mr. Hawk moved seconded by Mr.Anderson- <br />to accept the plans as presented and proveed with further develop- <br />ment of the several projects. Motion carried. <br /> <br />I <br /> <br />2 <br /> <br />3. Airport Crash Truck - The City Manager stated-that not all the tests <br />had been completed on the airport crash truck but that several cor- <br />rections should be made to equipment and body of the truck before <br />acceptance. A yankee Walter Corporation representative will work <br />with the fire department mechanic in making the changes. Arrangements <br />have been made to use the fire department shop and some time of the <br />fire department mechanic, for which the Yankee Walter Corporation <br />would pay. Mr. Anderson moved seconded by Mr. McNutt to authorize the <br />use of the fire department shop and services of the fire department <br />mechanic on a reimbursable basis to complete the recommended changes. <br />Motion carried. <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris to approve Items 2 and 3 of the Committee re- <br />port. Motion carried. <br /> <br />3 <br /> <br />4. Building Permit, 1555 EmRay Drive, Morse - The City Manager stated <br />that the city of Eugene, the city manager, the superintendent of <br />building inspection, and Mr. and Mrs. Clinton Morse had been summoned <br />to appear in court in answer to a complaint by several neighbors of <br />the Morse's. The complaint asked revocationof a building permit issued <br />to Mr. Morse and to enjoin Mr. Morse from renting a part of his build- <br />ing at 1555 EmRay Drive as a duplex unit. The City Manager then briefed <br />the Council members on the circumstances and p11icy under which the per- <br />mit had been issued, and a map showing the location of the lot in ques- <br />tion was presented. No action was taken." <br /> <br />I <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris that Item 4 of the Committee report be received <br />and placed on file. Planning Commission Report - February 2, 1965 <br />a. Zoning to RA, R-3G, and C-2area north of Wi11akenzie and east of <br />Coburg Road (64-031) - The Planning CommissiOn recommended zoning <br />to RA Outer Residential, R-3G Garden Apartment Residentiai and 'C-2 <br />Neighborhood Commercial the area north of Wi1lakenzie.Road and east <br />of Coburg Road annexed to the City by ordinance 13596 on August 10, <br />196~. Dr. Purdy moved seconded by Mrs. Lauris to approve the recom- <br />mended zoning. Motion carried. . <br /> <br />I <br /> <br />5 <br /> <br />b. Setback Amendment. Zoning Ordinance - The Planning Commisswn recom- <br />mended an amendment to Section XXV, Subsection A.
