<br />of the sidewalk in front of his property and knew nothing concerning the job until the 'sid~walk was
<br />being torn up. by City crews. The Public Works Director stated that a notice had been sent to the
<br />owner of rec'ord, and s'ince the: repair work had not been done: th:e City went ahead with' it and :assessed
