<br />269~ <br /> <br />e <br /> <br />3/29/65 <br /> <br />I <br /> <br />Committee meeting held March 18, 1965: <br /> <br />"Present: Mayor Cone; Councilmen Chatt, Lauris, Crakes, Hawk, Purdy, McNutt, <br />Anderson, and Lassen;.City Manager; Administrative Assistant; <br />City Attorney; City Recorder; Public Works Director; and others, <br />including several members of Downtown Study Committee. <br /> <br />1 <br /> <br />1. Downtown Parking District - Copies of the city manager's survey and <br />report concerning formation of a downtown parking assessment district <br />had previously been distributed to members of the Council. The re- <br />port was,considered, and after some discussion Mrs. Lauris moved <br />seconded by Mr. Crakes to adopt the survey and report. Motion carried. <br /> <br />e <br /> <br />Mrs. Lauris moved seconded by Mr. Hawk to approve Item 1 of the committee report and <br />call a public hearing. Motion carried. <br /> <br />2 <br /> <br />2. Fluoridation - A memo from the city recorder was presented which stated <br />that 3613 signatures had been certified by the Lane County elections <br />department on a petition which would prohibit the use of fluorides in <br />the City's water supply. This number of certified signatures is more <br />than enough to ensure placing the measure before the voters at a future <br />election. The city attorn~y's opinion as to when an initiativepetition <br />is presented to the voters stated that.the Council need not call a <br />special election on the issue but could wait and place the petition on <br />the ballot at the general election in November 1966. He also stated <br />in his opinion that the Council could, if it so desired, call a special <br />election to vote upon the issue. Mr. Anderson moved seconded by Mr.Hawk <br />to place the measure on the general election ballot in November 1966. <br />Motion carried, Mrs. Lauris, and Messrs. Chatt and Lassen voting no. <br /> <br />I <br /> <br />Mrs. Lauris read a prepared statement in which she stated five reasons why she thought <br />fluorides should not be added to the City's water. She also recommended that the <br />Council set an early date for a special election and request the Water Board to delay <br />the fluoridation process until after another vote is taken. <br /> <br />Councilman Anderson asked the city attorney about the legal requirements with regard <br />to a referendum petition. The city.attorney stated that the issue must be submitted <br />to the voters either at the November 1966 general election or at any 'prior special <br />election. He also said that the report of the city recorder regarding the petition <br />should be acted upon. <br /> <br />I <br /> <br />Mrs. Lauris moved seconded by Mr. Lassen to accept the city recorder's report certi- <br />fying that sufficient names had been certified as legal registered voters of the <br />city of Eugene on a petition to prohibit addition of fluorides to the City's water <br />to place the issue before the voters. Motion carried. <br /> <br />Mrs. Lauris .moved seconded by Mr. Lassen to call a special election within the Gity <br />on the issue of prohibiting fluorides in the City's water on July 6, 1965. Motion <br />carried, Dr. Purdy voting no. <br /> <br />e <br /> <br />Mr. Bob Moulton, speaking for the committee .against addition of fluorides to the <br />City's wate~ supply, asked further consideration in suggesting that the Council di- <br />rect the Eugene Water & Electric Board to delay adding fluoride to the water supply <br />pending the outcome ~f the July 6, 1~65 election on the issue. <br /> <br />Dr. Roy Hanford of Roseburg also spoke, g~v~ng some technical observations and re- <br />sults of a survey he had conducted, and counseled against the use of fluoride in <br />the water. <br /> <br />After some further discussion, Mrs. Lauris moved seconded by Mr. Lassen to request <br />the Eugene Water & Electtice Board to defer adding fluoride to Eugene's water supply <br />pending the outcome of the July 6, 1965 election on the issue. The city attorney <br />ruled the motion lost, Mrs. Lauris and Messrs. Chatt and Lassen voting yes; Messrs. <br />Hawk, Purdy, and Anderson voting no. <br /> <br />3 <br /> <br />3. Skateboards - A report from the police chief was read in which he <br />recommended issuance of citations to individuals violating Section <br />28.26 of the City Code which prohibits the use of roller skates or <br />coasters or similar toy devices on streets or alleys in the City. <br />No action was. taken. <br /> <br />I <br /> <br />Mrs. Lauris moved seconded by Mr. Lassen that Item 3 of the committee report be re- <br />ceived and placed on file.
