Paving and sanitary sewer Clayton Hills Addition; paving Watkins Lane from 38th Avenue <br />to north 250 feet - This petition'was submitted by owners of 87% of abutting properties, <br />cost for storm sewer is estimated'at $5700. The public works department recommended that <br />Mr. Allan Pierce, one of the peti.tioners, pay the assessment on a reserve strip along <br />the south side of 38th Avenue for 290 feet west from Watkins Lane with the understand- <br />ing that he would be reimbursed when owners of property on the south side of the reserve <br />strip dedicate additional right-of-way. Mr. Chatt moved seconded by Mrs. Lauris to. <br />approve the petition subject to payment of the assessment as recommended. Motion carried. <br /> <br />2 <br /> <br />3. Paving and sewers 1st Addition to Woodside Hills - Owners of 62% of abutting proper- <br />ties presented this petition. Mr. Chatt moved seconded by Mr. -Hawk to approve the <br />petition. Motion carried. <br /> <br />3 <br /> <br />4. Paving and sanitary sewer Womack Subdivision - Mr. Clifford Womack, owner of 100% of <br />the property to be assessed for the paving and sewer, submitted this petition. The <br />public works department recommended that a 10-foot walkway running from the cul-de- <br />sac off McLean Boulevard to Lindsay Loop be included in the assessment." Mr. Womack <br />has 64% of the property abutting the walkway. Mr. Chatt moved seconded"by Dr. Purdy <br />to approve the petition, including the walkway. Motion carried. <br /> <br />4 <br /> <br />5. Paving 24th Avenue from Chambers to Grant - This petition was submitted by owners of <br />60% of the abutting properties. Mr. Lassen moved seconded by Mr. Chatt to approve <br />the paving. Motion carried. <br /> <br />5 <br /> <br />6. Paving and sanitary sewer in 6th Addition Bar M Ranch; Best Lane from north boundary <br />'6th Addition Bar M Ranch to north 126 feet - Owners of 67% of abutting properties <br />petitioned this improvement. This percentage does not include any of the frontage <br />abutting Best Lane which is dedicated for only one-half of the right-of-way at this <br />time inside the Bar M 6th Addition. Mr. Adkins, one of the petitioners, would like <br />to dedicate one-half the right-of-way on Best Lane for an additional 126 feet north <br />of the 6th Addition and extend the paving to that point. Mr, Chatt moved seconded <br />by Dr. Purdy to approve paving the west half of Best Lane in 6th Addition Bar M Ranch <br />and for 126 north of the north boundary of 6th Addition, l8-foot width, allowing <br />36-foot paving when the east half is dedicated. Motion carried. <br /> <br />The public works department also recommended paving Adkins Street to 44-foot width <br />(existing 50-foot right-of-way) with curb sidewalk on the east side in anticipation <br />.of obtaining an additional 10 feet on the west side. Dr. Pur~y moved seconded by <br />Mr. Hawk to approve paving Adkins Street to a 44-foot width and the other streets <br />in the subdivision to standard widths. Motion carried. <br /> <br />The public works department reported the existence of a drainage ditch (Willakenzie <br />Drainage Channel 3) running througb tli.ep~at which Mr. Adkins had proposed to be re- <br />located along lot lines in a 33-foot dramage easement. The petitioner suggested an <br />enclosed culvert system, estimated by the public works department to cost about <br />$32,000. The committee suggested that the public works department work out the <br />drainage problem with Mr. Adkins at no cost to the City other than normal City re- <br />sponsibility. <br /> <br />6 <br /> <br />7. Ambulance Ordinance - The city manager presented several changes in the proposed <br />ordinance regulating ambulances, these recommended changes resulting from a meeting <br />with Mr. Leonard of Eugene Ambulance Service. The committee suggested the changes <br />be incorporated into the proposed ordinance and presented at a regular Council meeting. <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris to approve Items 1 through 7 of the committee report. Motion <br />carried. <br /> <br />7 <br /> <br />8. Handbill Ordinance - Copies of a proposed ordinance regulating distribution of hand- <br />bills were distributed to Council members for review. No action was taken. <br /> <br />Dr. Purdy moved seconded by Mr. McNutt totable Item 8 of the committee report. Motion defeated, <br />Mrs. Lauris, Messrs. Chatt, Crakes, and Hawk, and Mayor Cone voting no; Messrs. Purdy, McNutt, <br />Anderson,and-Lassen voting yes. <br /> <br />Further discussion on the ordinance and a recommendation by the city manager to delete certain provi- <br />sions of the ordinance resulted in a motion by Mrs. Lauris seconded by Mr. Hawk to adopt the ordinance <br />after the recommended deletions had been made. Motion carried, Councilmen Purdy 'and Las$en voting no. <br /> <br />8 <br /> <br />9. Deferred Assessment Ordinance. Sanitary Sewers - Dr. Purdy moved seconded by Mr.Chatt <br />to present the proposed ordinance to a regular Council meeting for final review. Mo- <br />tion carried. <br /> <br />9 <br /> <br />10. Planning Commission Report - March 15. 1965 <br />a. Sidewalks. Fair Oaks Subdivision - As the result of a request to waive required <br />sidewalk installation on Oakmont"Way, the Planning Commission recommended that <br />no action be taken with regard to sidewalk installation in Fair Oaks Subdivision <br />for'one year and that the Planning staff recommend improvements in the sidewalk <br />ordinance. Mr. Anderson moved seconded by Mr. Hawk to accept and approve the"re- <br />port. Motion carried. <br /> <br />10 <br /> <br />11. Planning Commission Report - March 22. 1965 <br />a. Annexation.
