<br />28~ <br /> <br />e <br /> <br />4/26/65 <br /> <br />I <br /> <br />Counc il Chamber <br />Eugene, Oregon <br />April 26, 1965 <br /> <br />The adjourned meeting of the Common Council of the city of Eugene, Oregon - adjourned from the <br />regular meeting held April 12, 1965 - was called to order at 7:30 p.m. PDT in the Council Chamber on <br />April 26, 1965 by His Honor Mayor Edwin E. Cone with the following councilmen present: Mr. Chatt, <br />Mrs. Lauris, Messrs. Crakes, Hawk, Purdy, McNutt, Anderson, and Lassen. <br /> <br />The invocation was given by Rev. John Ewing, River Road Peace Presbyterian Church. <br /> <br />Minutes of the meeting held April 12, 1965, as mailed to members of the Council, were approved. <br /> <br />NEW BUSINESS <br /> <br />1 <br /> <br />Parking Assessme~ District - Councilman Hawk, chairman of the Mayor's Parking Study Committee, stated <br />that members of the Committee had met briefly before the Council meeting and decided to recommend that <br />the Council delay proceeding with the parking assessment district because of the number and type of <br />written remonstrances filed in. the Recorder's office. <br /> <br />e <br /> <br />Mr. Hawk moved, seconded by Mr. Anderson, to defer action on the parking assessment district pending <br />a review by the Parking Committee of the written remonstrances and suggestions. <br /> <br />I <br /> <br />Mayor Cone called for discussion, and favorable comments were heard from Mrs. Martha Goodrich and <br />from Messrs. Lewis Hoffman, Duane Lafferty, Al Jagger, and a Mr. Amacher. Mr. Amacher stated that'he <br />had recently moved to Eugene from Portland, and he reviewed the effect that Lloyd's Center had on the <br />downtown core area in Portland. Mr. Wayne Shields, a partner in the Valley Shopping Center, stated <br />that the proposed shopping center would have unmetered spaces for 4000 cars. The City Manager'read a <br />letter from the Eugene Medical Center, which was not a remonstrance. It alleged some inequities in <br />the proposed assessment district and suggested further consideration be given to credits for parking <br />lots now in existence. <br /> <br />Speaking against the parking assessment district were Messrs. Archie Weinstein, Arthur Anderson, <br />L. M. Orchard, John Foreman, Walt Walling, Bryan Bronson, E. H. Hall, and Pastor Stewart of the <br />Lighthouse Temple. Several speakers suggested consideration of the use of parking meter revenues <br />for the purchase and maintenance of off-street parking facilities. Also, several speakers stated <br />there should be a difference in the per-square-foot assessment on fringe areas of the proposed dis- <br />trict and the high-value properties.in the center. <br /> <br />Following further discussion and rebuttal by Council members and member.of the Parking Study Committee, <br />a vote was taken on the motion to defer action on the parking assessment district, and motion carried. <br /> <br />2 Vice President's Conference - Mayor Cone had received an invitation from the Vice President to a <br />conference of mayors of medium-size cities. The, conference will be held in Washington, D. C., on <br />May 5, 1965. <br /> <br />I <br /> <br />Dr. Purdy moved, seconded by Mr. Crakes, that the City send Mayor Cone to the Vice President's con- <br />ference. Rollcall vote. All councilmen present voting aye, motion carried. <br /> <br />3 <br /> <br />Bids - Improvement Proiects. Rollcall vote.
