The Planning <br />Commission recommended denial of the M-l zone, but did recommend a change to C-3P <br />commercial. Mr. Chatt moved seconded by Mr. Hawk to rezone the area at 1810 West <br />10th to C-3P Commercial. Motion carried. <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris to approve Item 2h of the Committee report: Motion carried. <br /> <br />2 <br /> <br />i. Rezone to R-3G area bounded by Hayes and Garfield, 17th and Amazon Ditch, Morten- <br />son (65-052) - This rezoning request was tabled in the Planning Commission for <br />further study. <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris that 'Item 2i of the Committee report be received and filed. <br />Motion carried. <br /> <br />3 <br /> <br />j. Rezone to C-2 area on east side of Grant Street between 17th and 18th, Rady et al <br />(65-050) - "The requested rezoning would change the R-l Single Family zone at this <br />location to C-2 Neighborhood Commerci~l. The Planning Commission re~ommended de- <br />nial. Mr. Chatt moved seconded by Mrs. Lauris to deny the request. Motion carried. <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris to approve Item 2j of the Committee report. Motion carried. <br /> <br />4 <br /> <br />k. Rezone to R-3 795 West 18th, Wilcox (65-032) - This item was tabled in the Planning, <br />Commission in order to give further study to possibility of R-3G zone. <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris that Item 2k be received and filed. Motion carried. <br /> <br />5 <br /> <br />1. Rezone to C-3P area on NW corner of 27th and Oak, Rsencrans (65-035) - Mr. Rosen- <br />crans' request was to rezone this area from R-l Single Family to C-3P Commercial. <br />The Planning Commission recommended approval of the request, subject to a buffer <br />planting on the west side of Oak Street as was required on the property to the <br />north. Mr. Chatt moved seconded by Mr. McNutt to approve the rezoning as recom- <br />mended. Motion carried. <br /> <br />Mr. Chatt moved seconded by Mrs. 'Lauri s to approve Item 2 1. of the Committee re'port.' Motion carried. <br /> <br />6 <br /> <br />3. Pearl Street Extension - The Public Works Department reported that Wildish Construction <br />Company had asked an increase of 15% over the original contract to complete the Pearl <br />Street extension. 'Their request was based on increased labor costs and have to regrade <br />a portion of the project. The Public Works Department recommended increasing the origi- <br />nal contract by 10% (Job C-123l). Mr. McNutt moved seconded ~y Dr. Purdy to approve an <br />increase of 10% on the original contract for completion of the' Pearl Street ext'ension. <br />Motion carried. <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris to approve Item 3 of the Committee report. Rollcall vote. All <br />councilmen present voting aye, motion carried. <br /> <br />7 <br /> <br />4. Reverse Traffic, Alley between Broadway and 10th. Oak and Pearl. Medical Center - Mr. <br />C. F. Wright, manager of the Eugene Medical Center, requested that the traffic flow <br />on this alley 'be changed from I-way east to I-way west to allow better utilization <br />of the parking lot being established at 971 Oak Street. The Public Works Department <br />recommended approval of the change: Mr.. Chatt lIO ved seconded by Mr. Lassen to ap- <br />prove the recommendation. Motion c~rried. <br /> <br />The Public Works Department also recommended removal of parking meters from the east <br />side of Oak Street north of the entrance to the proposed Medical Center parking lot. <br />Mr. Chatt moved seconded by Mr. Lassen to approve the removal of these meters. Motion . <br />carried. <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris to approve Item 4 of the Committee report. Motion carried. <br /> <br />8 <br /> <br />5. Interstate 105. 1st to 6th. Fill vs. Viaduct - A letter from the State Highway Department <br />was read which stated that the cost of building and landscaping an embankment on the por- <br />tion of Interstate 105 between 1st and 6th would be $400,000 ress than construction of a <br />viaduct. The letter was received and filed: <br /> <br />9 <br /> <br />6. Commendation. Officer R. A. Craig - A letter from the Bureau of Labor, Civil Rights Di~ <br />vision, was read, commending Officer R. A. Craig of the Eugene Police Department for <br />his handling of an incident concerning a non-white minority group person. The City <br />Manager said that Officer Craig would be sent notice of the commendation. <br /> <br />10 <br /> <br />7. Municipal Golf Course - The City Manager stated that three of four routes ar'e open <br />for the City to finance the proposed purchase of Oakway Golf Course. After some dis- <br />cussion by Council members, it was decided that 'the Golf Course Study Committee should <br />convene at an early date to study the financing of the project. <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris that Items 5, 6, and 7 of the Committee report be received and <br />filed.
