Sidewalk. north side of 7th and south side of 6th from High east to alley - Mr. -Cable <br />requested installation of-sidewalk at these two locations. The Public Works Department <br />had contacted owners of property abutting the proposed sidewalk locations, suggesting <br />the construction, but no action had resulted, and it is now recommended" that the Council <br />initiate the installation. Mr. Chatt moved seconded by Mr. Lassen to install sidewalks <br />as recommended. Motion carried. <br /> <br />2 <br /> <br />6. Polls. Various Improvement Pro;ects - The Public Works Department had polled owners of <br />property abutting several paving projects with the following results: <br /> <br /> For Against" <br />Paving Jackson, Cheshire to Lewis 26 % 53 % <br /> Grant, 5th to 6th 25 25 <br /> Cheshire, Lincoln to Lawrence 63 <br /> Adams, 2nd to 5th 18 69 <br /> Taylor, 2nd to 5th 26.4 48.6 <br /> alley between 13th and 14th, Hilyard <br /> to Patterson 1:9 81 <br /> <br />It was recommended that the Council consider only the paving of Grant from 5th to 6th. <br />Dr. Purdy moved seconded by Mr. McNutt to approve the recommendation. Motion carried. <br /> <br />3 <br /> <br />7. Paving and sanitary sewer in Oceanway Industrial Park - The owner of 100% of the prop-- <br />erty to be assessed petitioned this project. Mr. Chatt moved seconded by Mr. Crakes <br />to approve the petition. Motion carried. <br /> <br />4 <br /> <br />8. Paving Jefferson from 29th Place to 30th Avenue - This paving was petitioned by owners <br />of 66.6% of abutting property. Mr. McNutt moved seconded by Mr. Chatt to approve the <br />petition. Motion carried. <br /> <br />5 <br /> <br />9. Basement Sprinklers - A report was presented from the Fire Marshal in which he com- <br />mented on the co-operation of owners of bui~ings having basements requiring installa- <br />tion of sprinkler systems by September 24, 1964. Extension of time had been granted <br />on some buildings because of remodeling or other plans; several basements were not re- <br />quired to be sprinklered either because the basements were not being used or the build- <br />ing itself was vacant; and of those requiring sprinklering, only seven had not complied <br />"but the Fire Marshal stated he felt with continued work full compliance could be"ac- <br />complished. The report was received and placed on file. <br /> <br />6 <br /> <br />10. Emerald Empire Day Flags - The Eugene Jaycee's requested permission to place flags along <br />the streets during the semiannual Emerald Empire Days, 3-day promotion by the retail <br />merchants division of the Chamber of Commerce. A sketch was presented showing the type <br />of flag and standard to be used. Mr. Chatt moved seconded by Mr. Crakes to approve the <br />request, granting permission for placement of the"flags during this year's spring and <br />fall retail merchants promotion days. Motion carried. <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris to approve Items 4 through 10 of the Committee report. Motion <br />carried. <br /> <br />7 <br /> <br />11. Jail Study Committee - Mayor Cone announced the appointment of Councilman Chatt and the <br />Police Chief as members representing the City on the committee concerning itself with <br />future jail development. <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris that Item 11 of the Committee report be received and filed. <br />Motion carried. <br /> <br />8 <br /> <br />12. Contract Extension. Northway Construction - Northway Construction Company requested ex- <br />tension of their contract with the City for sanitary sewer construction, Wil1akenzie <br />Sewer Improvement District WS-64-8 (Job 1304), citing'unfavorable weather conditions <br />during January as the reason for delay. The Public Works Department recommended grant- <br />ing an extension to April 20, 1965. Mr. Crakes moved seconded by Mr. Lassen to grant <br />the recommended extension.' Motion carried. <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris to approve Item 12 of the Committee report. Rollcall vote. All <br />councilmen present voting aye, motion carried. <br /> <br />9 <br /> <br />13. Parking Assessment District - The City Manager distributed copies of a letter which was <br />being mailed to owners of property in the proposed parking assessment district. The <br />letter explained the method of adjustment in assessment on properties within the dis- <br />trict from which buildings are removed or on which floor space is decreased, and the <br />fee charged on those properties on which buildings are added or floor space increased. <br />The letter was received and placed on file. <br /> <br />10 <br /> <br />14. Census - The City Manager stated that 107 people, residents of the two islands in the <br />Willakenzie area recently annexed to the City, had been certified as residents of <br />Eugene to the State Census Board. <br /> <br />11 <br /> <br />15. Eugene-Springfield Boundary - A letter from the Springfield Chamber of Commerce was <br />read in which a meeting of Springfield and Eugene officials was suggested for the <br />purpose of discussing a policy concerning a boundary between the two cities. The <br />letter also suggested members of planning commissions of both cities meet with the <br /> <br />4/26/65 - 5 II...... <br />
