Report on Studies by Planning Commission - A report was given listing the items now <br />under study by the Planning Commission and giving a probable time table for comple- <br />tion of the various items. <br /> <br />2 <br /> <br />10. Eugene-Springfield Boundary Line - Council members stated they would meet with <br />Springfield representatives regarding the Eugene-Springfield boundary line and <br />suggested. inviting Planning Commission members. <br /> <br />3 <br /> <br />11. Building Code Board of Appeals - The City Manager stated that names of several people <br />had been recommended for appointment to the Building Code Board of Appeals and that <br />the Mayor would presently announce those appointed. <br /> <br />4 <br /> <br />12. Budget Committee - The City Manager announced that the first.budget committee meet-, <br />ing is scheduled for Monday, May 3, 1965, 7:30 p.m. PDT in the McNutt Room." <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris that Items 8 through 12 of the Committee report be received <br />and placed on file. Motion carried. <br /> <br />Committee meeting held May &, 1965: <br /> <br />"Present: Mayor Cone; Councilmen Chatt, Crakes, Hawk, Purdy, McNutt, Anderson, and Lassen; <br />City Manager; City Attorney; City Recorder; Public. Works Director; and others. <br /> <br />5 <br /> <br />1. Urban Design - Dean Creese continued with the second session on urban design. <br /> <br />6 <br /> <br />2. Resignation. Judge Barber - A letter of resignation address to the Mayor and City <br />Council was read from Municipal Judge John L. Barber, Jr., to be effective July 1, <br />1965. Judge Barber stated that after serving almost 18 years as municipal judge <br />he now wished to devote more time to his law practice. Mr. Chatt moved seconded <br />by Mr. Anderson to accept Judge Barber's resignation with regrets. Motion carried. <br /> <br />7 <br /> <br />3. Appointment. Municipal Judge - The City Manager read portions of the City Charter rela- <br />tive to the appointment and duties of municipal judge, and recommended that a 7-man <br />screening committee, as pr-evi6usilly recommended in his report on the Grand Jury Report, <br />be appointed by the Mayor .to recommend the names of three qualified candidates for the <br />position. It was recommended that the committee membership comprise three attorneys, <br />three laymen, and one councilman. <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris to approve Items 1, 2, and 3 of .the Committee report. Motion <br />carried. <br /> <br />8 <br /> <br />4. Sanitary Sewer. Eugene Fruit Growers - The Eugene Fruit Growers is considering reloca- <br />tion of the plant in the Bethel-Danebo area and had asked the City. whether the sewer <br />line now under construction would accommodate the discharge. As a result, an agree- <br />ment was proposed whereby the City would construct and pay for the necessary sewer <br />capacity, and .the Fruit Growers would reimburse the City over a 10-year period in <br />annual payments, with interest to be paid on remaining balances at the same rate at <br />which the City retires the financing bonds on the Bethel-Danebo project. A deci- <br />sion is necessary at this time so that pipe may immediately be ordered if approved, <br />and the present construction can be changed accordingly. Mr. Lassen moved seconded <br />by Mr. Anderson to approve the agreement as outlined. Motion carried. <br /> <br />9 <br /> <br />5. Planning Commission Report - April 26. 1965 <br />a. Annexation Northwood Estates (Crescent Avenue area)(64-l53) - The original peti- <br />tion for this annexation was referred back to the Planning Commission at the <br />March 29, 1965 Council meeting, and the Planning Commission now recommends ap~ <br />proval of annexation of a smaller area than originally petitioned. Mr. Chatt <br />moved seconded by Dr. Purdy to annex the area included in the revised description, <br />and to ,set anew date for a public hearing. Motion carried. <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris to approve Items 4 and 5a of the Committee report. Motion <br />carried. <br /> <br />10 <br /> <br />b. Realignment Fox Hollow and Dillard intersections with East and West Amazon - <br />Both the Planning Commission and Public Works Department recommended realign- <br />ment of these intersections. It was pointed out that acquisition of right-of- <br />way will be necessary for certain portions, and other portions will have to <br />be vacated to accomplish the realignment. Mr. Chatt moved seconded by Dr.Purdy <br />to approve the project. Motion carried. <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris to approve Item 5b of the Committee report. <br /> <br />Mr. King, one of the major property owners in the area under discussion, was present and asked recon- <br />sideration of this item, stating that apparently some of the dimensions on the map showing the pro- <br />posed changes are not correct. He suggested that the Council members view the area. <br /> <br />Mr. Chatt moved seconded by Mrs. Lauris to table this item until the Council members have an opportunity <br />to tour the area and make a recommendation.
