<br />Mr. Donala. Husband, speaking for the. "Equitable Parking Committee", read a prepared statement suggest-
<br />ing further ~onsideration,of the proposal to form a.special taxing/district or parking authority in-
<br />stead of the assessment district because of three specific a.dvant'ages: (1) .Tax deductability; (2) Sim-
<br />p1:icity of operation; and (3~ Flexibility. The "Equitaole Committee" also suggested that the dis-
<br />trict formed be governed by aboard of , directors, and recommended that a resolution be adopted submit-
<br />ting to Eugene voters a Charter amendment which would authorize setting up a municipal corporation
<br />within the city of Eugene for the purpose of handling tne motor vehicle parking problem. .Mr. Ralph
<br />Hiller explainec;I in d.etail the "Equitable Committee's"proposal, giving reasons 'for the recommend~tions.

<br />Mayor Cone called on Lewis Hoffman who in turn presented Mrs. Ludwig Kaufman and Messrs. Harry Ruben-
<br />stein, Boyd Rasmussen, and Ralph Cobb for presentation of arguments favoring the Downtown Study Com-
<br />mittees recommended parking assessment district. Statements were also made by Brian Bronson and
<br />Archie Weinstein opposing the 'parking assessment'district.

<br />3 1. Housing Code Inspection and Workable Program Recertification - The.Superintendent of
<br />Building Inspection reported on recertification of Eugene' s Wo.rka~ie :Progra~ ~y the _
<br />Housing and Home Finance Agency. He reported in detail on problems concerned with ~
<br />neighborhood analysis and systematic housing inspections with regard to. r~qui~ements: _ ... . ~
<br />of the HHFA before the Workable Progr.am .would be recert ified. The HH~A also requi~es
<br />repeal of Ordinance 13372 regarding.space arid occupancy standards for'dormitory sleep-
