Bid Opening Wrecking Houses, Opening Broadway, Almaden to Chambers - Two bids had <br /> been received on Septe~ber 1, 1965 for removal of houses at 901-90l~ Chambers <br /> Street and at 900 Almaden Street to allow opening of Broadway west of Almaden <br /> StreE?t. One bid had been withdrawn, leaving an offer to pay t~e City $100. The <br /> staff had recommended that the houses be torn down and removed from the property. <br /> Mr. Chatt moved seconded by Mr. Lassen to accept the offer of Peter Ruzicka to <br /> pay the City $100 and remove the houses. Motion carried. <br /> Councilman Purdy arrived at the Committee meeting. <br /> 2 7. Planning Commission Report - August 23, 1965 <br /> a. Rezone to R-3 east side of Patterson between 23rd and 24th, McKenzie Green, <br /> Inc. (65-082) - Mr. Edward Fadeley, representing McKenzie Green, Inc. , again <br /> presented the plot,plan of the proposed development at this location, and <br />e asked the Council's approval. The Planning Commission reaffirmed its previous <br /> recommendation to deny rezoning of the area. After discussion, Mr. Hawk <br /> moved seconded by Mr. Anderson to rezone the property to R-; as originally <br /> requested. <br /> The Planning Consultant explained that R-3G rezoning would allow the number <br /> of units and required parking spaces petitioned without going to R-3 zoning, <br />I and that R-3G is acceptable to the. petitioners. Mr. Hawk moved seconded by <br /> Mr. Anderson to amend the original motion to rezone to R-3G instead of R-3. <br /> Motion carried. <br /> A vote was called for on the original motion as amended, and motion as <br /> amended carried. <br /> 3 8. Traffic Control, Amazon Parkway (Pearl Street Extension) - The Public Works De- <br /> partment presented a recommendation for traffic control signs to be installed <br /> with the opening of Amazon Parkway: <br /> Stop sign at 27th and Oak, stopping Oak Street traffic <br /> " 27th and High, stopping High Street traffi c <br /> " 27th Avenue where it will enter Amazon Parkway <br /> " on off-ramp onAmazon Parkway at 27th Avenue <br /> " 24th and Amazon Parkway, stopping 24th Avenue traffic <br /> " 29th and Amazon Parkway, stopping Amazon Parkway traffic <br /> The signs at 29th and Amazon Parkway are temporary aw?iting installation of <br /> traffic signals. <br /> Mr. Chatt moved seconded by Mr. Lassen to approve. the recommended stop sign in- <br /> stallations. Motion carried. <br />I 4 9. Ordi nance , Outdoor Public Address Systems - Mr. George Eldri9ge requested per- <br /> mission to operate an outdoor public address system to provide music for a <br /> square dance to be held on the lot at 11th and Willamette on September 20, 1965 <br /> from 7:00 to 11:00 p.m., and on the following week on the Safeway lot on, High- <br /> way 99N. The present City code does not allow outdoor speaker$ unless operated <br /> on a moving vehicle and for a shorter period of time. Mr. Anderson moved <br /> seconded by Mr. Hawk to permit use of the putdoor public address system for the <br /> two evenings requested until 10:00 p.m. only, and that the present ordinance <br /> be reviewed with regard to this provision. Motion carried. <br />e 5 10. Ordinance, Switch Blade Knives - A draft of a propose9 ordinance was presented <br /> which would make it an offense for any person other than a peace officer to <br /> manufacture, carry, or sell a switch blade knife or slugging ~nstrument. <br /> Mr. Chatt moved seconded by Mr. Hawk to have the prdinance presented for ap- <br /> proval. Motion carried. <br /> 6 11. Segregation of Assessment, Sewer for Lot 42, College Crest - Pharles Morrison <br /> requested segregation of the assessment against L~t 42, College Crest Addition, <br /> making an assessment of $212.11 against one parcel, and $337.41 against the <br /> second parcel - total assessment being $549.52. Mr. Chatt moved secondep by <br /> Mr. Anderson to approve the segregation request. Motion ca,rried. <br /> Mr. Chatt moved seconded by Mrs. Lauris to approve Items 4 through 11 of th~ Committee report. Motion <br /> carried. <br />I 7 12. Parking Restriction, Hilyard at 8th, Hasty House ~ Kerwin L. Doughton requested <br /> 2-hour parking on both sides of Hilyard Street adjacept to the Hasty House <br /> Restaurant. The Traffic Engineer recommended that parking be limited to one <br /> hour on the west side of Hilyard between 8th and Broadway and. that no restric- <br /> tions be placed on the east side. Mr. Chatt moved seconded by Mr. Anderson to <br /> approve the recommendation. Motion carried. <br /> 8 13. Parking Restriction, 13th and Lawrence, Farquhar - George R. Farquhar requested <br />e a 30-minute parking limit in front of the business building at 380 West 13th <br /> Avenue, stating that most of the curb parking space is occupied by all-day parkers <br /> who work in the vicinity. The Public Works Department recommended that the 2-hour <br /> 9/13/65 - 8 <br /> ~ <br />
