<br />5 1. Rezone C-3P area between Coburg Road: Oakway Road. and Oakmont Way. McKay (63-108).- _
<br />The City Manager briefly outlined the' progress of Miles McKay's originairequest to
<br />rezone the RA property to C-3P which was 'tabled at the October; 14, 1963 Councii meet-
<br />ing. Mr. McKay presented sketches showing proposed further development of the area,
<br />explaining what he would do concerning parking strips, setbacks, and driveway ap-
<br />proaches to the parking areas. He stated that it is imposs'ible for him to secur,e,
<br />signed commitments from major lessees on a contingency of rezoning. Mr. Allen Max~ , .
<br />well and two other residents of the area directly across Oakway Road from the McKay I
<br />property objected to the development': After furtherdiscus~ion, Dr: P~~dy ~oved '
<br />seconded by Mr. Hawk to refer the request back to the Plann~ng Comm~ssHn for a re-

<br />Stop sigmon Orchard stopping 15th Avenue traffic '
<br />Prohibition of parking on north side of Franklin between Walnut and
<br />Agate and between Alder and Mill
<br />Designation of Fairmount as collector street from,Walnut to Spring
<br />Boulevard, with 'yield' signs rather than "stop' signs at all
<br />intersections

<br />The traffic engineer briefly explain~d th~ proposed' dhanges and reasons f6r them. The city manager
<br />read three letters of protest concerning the proposed changes - from Messrs. Tommy Williams, Vernon .
<br />Gleaves for Dale Fischer, and Roy Swenson. Mr. Clark, Oregon State Highway Departme.nt engineer, I
<br />stated the Highway Department hopes to 'eliminate some :o:f, the' nUlI':etous tra'ffic accide'nts at the inter-
<br />sections by changing the signalization. Mr. Bob Frazier, speaking for Lew Will"iams Chevrolet, stated
<br />his client objected very strenuously to the' proposed change and recommended elimination of parking
<br />on Franklin, the left turn lane to Walnut, and right-hand turn on red from Walm,}t ):0 Franklin. John
<br />Tiffany spoke, recommending further study before a decision. Mr. Alton McCully stated that more than
<br />one intersectioll; isinvolved in the problem.' It was explained that the red-green-amber signal at the
<br />Franklin-Walnut intersection was to be deleted from the previous recommendation.
