<br />3. OMSI Building, Skinners Butte - George R. Mayer, speaking on behalf of the: Southwest
<br />Regional Center of the Oregon Museum of Science and Industry recently located in
<br />Eugene, proposed that OMSI be a1illowed to'bui1d a planetarium, office, and classrooms
<br />on Skinneis Butte, using-the old water reservoir as a-foundation. The OMSI st~ff is
<br />seeking Council ap~rov~l of their tentative proposal at this time 'in order to pro-
<br />ceed with more definite plans for the deve10~ment. Accessibility, types of trans-.
<br />portation to the top of the Butte, parking areas, and.other faci1itieswere,discusseq.
<br />Dr. Purdy moved seconded by Mr. Hawk to approve further study by OMSI with a view t07

<br />d. Re16cationOak'Grove Drive at Spring Boulevard -The Planning Commission recom-
<br />mended approval of a proposal.to relocate this street which would 'vacate a p6rtiof.l
<br />of Oak Grove Drive as it now enters Spring .Boulevard .in 'gxchange for ,'a deed' from'
<br />the owner of abutting property., Also, a cul-de-sac will be created at the west
<br />end:of ,Oak Grove Drive, and vacation of that portion of Mission Street running
<br />north from Oak Grove Drive which was dedicated at the same time a portion of
<br />Mission Street was vacated as originaliy platted in the: ls t Addi'ti'on of, Fair-
<br />mount Heights. Included will.be establishment 'of a pedestrian way from Spring
<br />Boulevard to park property bordering Lot 12, 1st Addition Fairmount Heights,
<br />and creation of' a cul-de-sac at the end of the existing Mission Street~ Dr.Purdy

<br />e. Paving Madison from 30th to Lorane Highway,- Dr. Purdy moved seconded by,Mr.Crakes
<br />to approve the Planning Commission recommendationto'pave this street 24 feet
<br />wide with a sidewalk on the east side, and-to extend the project one block south'
<br />to 31st Avenue. Motion carried.

<br />5. Planning Commission Report - February 8, 1966
<br />a. Rezone to R-3G area on south side of 18th between Hawkins Heights and 19th,
<br />Colburn-Bonson (66-009) - The-,Planning Commission reaffirmed its recommendation
<br />to deny rezoning of this area from R-l Single Family Residential to R-3G GaFden
<br />Apartment Residential. Mr. Bonson was present and asked the Council to consider
<br />approving the request, stating his company wished to build 24 units in the area,
<br />andthat,R-2 permissive use would,'be acceptable. Vern Gleaves, speaking for him-.
<br />self and several residents 'of the area, protested the rezoning. He also pre- ,
<br />sented a petition protesting the,rezoning. Dr. Purdy moved seconded 'by Mr.Lassen
<br />to'deny: the request. Motion carried.

<br />Louis Bonson was present and again asked the Council to a~prove, the requested rezoning. Vernon
<br />Gleaves and others residing in the area recommended that the Council decide at' this to uphold their
