Motion carried. <br /> <br />d. Annexation area east of Willamette at about 53rd. Colburn (66-035) - The Planning <br />Commission recommended approval of petition for annexation of this area. Dr.Purdy <br />moved seconded by Mr. Hawk to approve. Motion carried. <br /> <br />3 <br /> <br />e. Vacation Sanitary Sewer Easement westerly from Coburg Road to Oakmont. McKay - <br />The Public Works Department initiated this vacation in exchange for a different <br />easement location. The Planning Commission recommended approval. Mr. Crakes <br />moved seconded by Mr. Hawk to approve. Motion carried. <br /> <br />6. Variance to allow Farmer's Creamery Addition and Side Yard Setback. 6th and Olive - <br />The Eugene Farmer's Creamery requested approval of a building permit which would <br />allow.construction of a temporary prefabricated building adjacent to the existing <br />building at 6th and Olive. Also requested was a variance from side yard setback <br />requirements to allow construction to the north/south alley property line~ Since <br />this construction is addition to a non-conforming use, Dr. Purdy moved seconded by <br />Mr. Anders0n to refer the request to the Planning Commission for a recommendation <br />with the request that the Planning Commission report back as soon as possible. <br />Motion-carried. <br /> <br />Mrs. Lauris moved seconded by Mr. Hawk to approve Items 5c, 5d, 5e, and 6 of the Committee report. <br />Motion carried. <br /> <br />7. Bids Improvement Pro;ects. Opened February 23. 1966 - A tabulation of bids was pre- <br />sented for construction of sanitary sewers in Bethel-Danebo Sanitary Sewer Improve- <br />ment Districts. The Public Works Department recommended award of contracts to low <br />bidders on each of the projects for BD-66-2, 66-3, and 66-11 on Alternate Bid 2 <br />(using plastic sealant joints on manholes). It was recommended that-bids'submitted <br />on BD-66-7 and 66-10 be brought back to the Co~ncil later. Mr. Lassen moved seconded <br />by Mr. Hawk to approve the recommendation. Motion carried. <br /> <br />Mrs. Lauris moved seconded by Mr. Hawk to postpone action of Item 7 of the Committee report until the <br />March 14, 1966 Council meeting. Motion carried. <br /> <br />6 <br /> <br />8. Protest Paving 24th. Monroe to Friendly - A protest from owners of-four properties <br />on 24th Avenue and Monroe Street was read objecting to paving 24th Avenue between <br />Monroe and Friendly. No action was taken. <br /> <br />Mrs. Lauris moved seconded by Mr. Hawk that Item 8 of the Committee report.be received and filed. <br />Motion carried. <br /> <br />7 <br /> <br />9. Sanitary Sewer Whitbeck Boulevard Relocation along Tax Lot 4800 - Emerald Develop- <br />ment Company petitioned relocation of the sanitary sewer in this area, and has agreed <br />they will pay the cost of the relocation. Mr. Hawk moved seconded by Mr. Crakes to <br />approve. Motion carried. <br /> <br />8 <br /> <br />10. Paving alley between 7th and 8th. Tyler to Polk - Petitioned by owners of 65% of <br />abutting property. Mr. Crakes moved seconded by Mr. Hawk to approve. Motion carried. <br /> <br />9 <br /> <br />11. Paving 25th. Lawrence to Washington - Petitioned by owners of 50% of abutting prop- <br />erty. Mr. Hawk moved seconded by Mr. Crakes to approve. Motion carried. <br /> <br />12. Sale City-owned Property 26th and Washington - Waldo F. McNeir offered to purchase <br />City-owned property, 28.3 feet by 129 feet, at 26th and Washington. It was recom- <br />mended that the property be appraised and Mr. McNeir informed the City will sell <br />providing the purchaser can prove ownership of contiguous property inorder to pro- <br />vide an acceptable building site. Mr.' Lassen moved seconded by Mr. Hawk to approve <br />the recommendation. Motion carried. <br /> <br />13. Variance Sidewalk east side of Lincoln at 13th. Willamette Towers - Due to the eleva- <br />tion of the floor of this building, a variance was requested to allow a 6-foot wide <br />sidewalk adjacent to the building at the floor elevation, having a slope of l:2" to 12", <br />and a 3-foot wide sidewalk parallel to the 6-foot walk adjacent to the curb, also <br />having a slope of l:2" to 12", with a planting strip between the two walks, andsteps <br />at three locations. The Public Works Department recommended approval. Mr. Hawk <br />moved seconded by Mr. Anderson to grant the variance. Motion carried. <br /> <br />14. Use Permit. 2075 East 27th. Malarkey - Permission was requested to allow construction <br />of a pedestrian landing, steps, and retaining wall at 2075 East 27th Avenue. The <br />Public Works Department recommended approval, providing the property owner will agree <br />to make any adjustments at his own expense at the 'request of the City should the <br />City find it necessary to remove any poriion of the installation at any future time. <br />Also provided that the property owner will assume any cost of utility relocation. <br />Mr. Hawk moved seconded by Mr. Lassen to approve the recommendation. Motion carried. <br /> <br />15. Curb Cut 111 Lawrence.
