He explained the proposed ditch could be 25-40 feet across the top, depending upon its design. <br />Mayor Cone suggested that water ~n the present'drainageway might'be diverted, making the proposed <br />improvement unnecessary. The C~ty Attorney mentioned several legal problems which would ensue should <br />such diversion take place. Councilman Chatt said that since the storm sewer needs of the area are <br />being studied, any decision should await the outcome of the study. The City Manager suggested some <br />definite arrangements be made with owners of property along the present ditch to enable maintenance <br />of the ditch. Dick Short, a Roland Way resident, and Gene Harlow, 1215 Oakway Road, commented con- <br />cerning the ditch as a hazard and as detracting from the appearance"of the general area. <br /> <br />Mr. Hawk moved seconded by Mr. Crakes to table Item 2 of the Committee report until a proposal on <br />maintenance of the present ditch 9an be brought back to the CounciL: Motion carried. <br /> <br />3. Bids. Bethel-Danebo Sewers. Opened February23. 1966 - The tabulation of bids was <br />again submitted with the recommendation that contracts be awarded to the low bidder <br />on Alternate 2 on each of the prgjects. A letter was' read from Bostick and Sons <br />requesting award of. contract on proj~ct BD-66-ll on the"basis of their low bid' on <br />Alternate 1 (installing standard grout joint manholes - Alternate 2, manholes with <br />plastic sealant joints). Dr. Purdy moved that contracts be awarded to low bidders <br />on Alternate 2 on each of the projects. The motion was 'not seconded. <br /> <br />After further discussion and remarks from Mr. Bostick, Mr. Hawk moved seconded by <br />Mr. Chatt that contracts be awarded to the low bidder on Alternate 2 on each'of <br />projects BD-66-2, BD-66-3, BD-66-7; ,and BD-66-l0; arrl that contract be awarded to <br />the low bidder on Alternate 1 (Bostick and Sons) on p~oject BD-66-ll. ' Motion carried. <br /> <br />:The Public Works Department recommended on projects BD-66-7 and BD-66-l0 that <br />laterals be placed at a depth of 17 feet instead of constructing a pumping station, <br />and that an adjustment be made on assessments for laterals which are placed below <br />a 10-foot level. Mr. 'McNutt moved seconded by Mr. Crakes' to adjust the assessments <br />on an equitable basis. Motion,carried. <br /> <br />A letter was read from the attorney for Eugene Stud & Veneer Company protesting <br />inclusion in BD-66-7, statiqg their property is adequately served by septic tanks. <br />Also, a letter was read frum the County Sanitarian stating that the sanitary <br />facilities used by Eugene Stud & ,Veneer ,do not comply with minimum acceptable <br />s,tandards. <br /> <br />See Council action t.aken earlier in meeting - Bids Opened February 23, 1966, Page SOL <br /> <br />4. Variance Sidewalk Construction. Latter-Day Saints Church. 16th and Alder - This <br />variance was requested to allow planti~gs within the sidewalk area rather than <br />paving from curb to property line as required in the R-4 zone. Both the Parks <br />Department and Public Works Department recommended either solid concrete from <br />the property line to the curbing with tree planters interspersed, or standard <br />sidewalks with planter and lawn area between the sidewalk and the curbing with <br />a 2-foot concrete walkway alo~gside the curbing if desired. pro Purdy moved <br />seconded by Mr. McNutt to grant a variance as recommended. Motion carried." <br /> <br />Mr. Hawk moved,seconded by Mrs. Lauris to approve Item 4 of the Committee report. Motion carried. <br /> <br />Items on March 10, 1966 Committee agenda not considered at that time: <br /> <br />1. Ordinance Adopting 1965 National Electrical Code - Copies of a proposed ordinance <br />adopting the .1965 National Electfical Code had previously been distributed for <br />study. <br /> <br />Mr. Hawk moved seconded by Mrs. Lauris that the proposed, adopting ordinance be presented to the Council, <br />for passage. Motion carried. <br /> <br />2. Purchase Property. Parks. Bethel-Danebo - A map was presented showing the area <br />proposed for purchase north of Royal Avenue and west of Berntzen Road and its <br />location with regard to schools and recreational areas in Bethel-Danebo. The <br />parcel contains 13 acres and is offered for about $3000 per acre. <br /> <br />Mrs. Lauris moved seconded by Mr. Crakes to negotiate for purchase of the land. Motion carried. <br /> <br />3. Traffic Signal. 13th and Agate - It was explained that there is very much student <br />concern at the University about the lack of signalization at the 13th am Agate <br />intersection and installation of 4-way stop signs was suggested if a signal is <br />not installed. The Urban Renewal Agency Pirector gave a summary of that Agency's <br />plans for the area. <br /> <br />Mr. Hawk moved seconded by Mrs. Lauris to include funds for modern signalization of the intersection <br />at 13th and Agate in the 1966-67 budget. Motion carried. <br /> <br />4. Revision Agreement Crosswalks Agate and 15th. University of Oregon - A proposed <br />revision of this agreement was presented with regard to an 8-foot median strip <br />on Agate Street from Franklin Boulevard to 15th Avenue. <br /> <br />Mr. Hawk moved seconded by Mrs. Lauris to approve the revised agreement.
