<br />6. School Safety Patrols - The Westmoreland PTA requested Council'consideration.of the
<br />graffic around Westmoreland School on West 18th Avenue, stating the problem will be
<br />mOI:e serious with the probable elimination of student safety patrols at the begin-
<br />ning of the next school year. A letter of reply to the PTA stated that police man-
<br />power for manning these crossings is not available at this time since the City is
<br />short of police .officers for regular patrol duties. Also, the City'has' authorized'
<br />construction of sidewalks on City View, Clevela'nd', Arthur, and Garfield street,s to
<br />pro.videan add~d mea~~r~ of safety for children. The co-operation of the City Council
<br />and staff is assured the PTA and school officials toward a s~lution of the problem.

<br />7. Foraging Deer - Several residents of the McLean Boulevard-Graham Drive area had
<br />petitioned the State Game Commission for permission to destroy the deer in the area
<br />which have become a nuisance foraging ,on shrubs and gardens. The State Game Commis-
<br />sion suggested selected hunters might be issued "kill" permits by the Game Commission
<br />if approved by the City Council since the area is within the City ,limits. ,After Some
<br />discussion, Mr. Crakes moved seconded by Mr. Lassen to file the ttem~ Motion carried.

<br />ing discharge of septic tank effluent in the Crest Heights area which is draining
<br />into the City and which is creating a health hazard. Mr;' Stoner recommend's that ,'the
<br />County Commissioners appoint a committee to st~oy' the probtem;with 'the view':toward
<br />correcting the situation.', No ac.tion was taken.

<br />1. Taxi Fares - A letter was read from Donald F. Bach, representing Terminal Taxi Serv-
<br />ice, requesting amendment of the ordinance covering taxi cab rates in Eugene. The
<br />new rate suggested is 50<;: for the first 2/5th mile' and '10<;: 'for each ad:dition'al- 1/5th
<br />mile, and that the present additional ,c,harg,e for bagg,age when transport.ed ,w,i.th a.
<br />passenger be eliminated. The letter also out~ined reasons for the ~eques~e~:cha~ge
<br />in rates. On discussion by the Council, questions were asked concerning percent?ge
<br />of increase in revenue by the Taxi Service, estimated i~creas~ in ~xpenses and
<br />maintenance, and comparison of rates with those in other cities.: in O,~egon'. With.

<br />2. Drainage. Willakenzie Area - A map showing the location of a drainage dit~h to ~e
<br />developed in the Willakenzie Area was presented. The Publ,ic Works, Director expl?ined
<br />that it is the City's responsibility:, under terms of a contract, wi,th the S~il Co~-
<br />servation Service, to obtain right-of-way for the channel,~ H,e stated that' some .
<br />easements had been granted by owners of property along the proposed channel, others
<br />haC! given tentative approval,.' and others had: asked reimbursement for granting the'
<br />easement. . Right-of-way, width requirements, depth;' and s~ope of the cha'nnel as~re-
<br />quired.by the Soil Conservation Service were also explained. No'recommendations
<br />were made and no policy established.
